3. Single family dwellings shall have at least a four/twelve (4112) roof pitch and <br />shall be covered with shingles or tiles or a standing seam metal roof. <br />Per Section 1007.043(4)(i)4.g., this criteria applies to both single family dwellings and accessory <br />buildings. <br />g. Roof and exterior color and material compatible with home (except <br />manufactured tool shed). <br />The property owner ordered the materials before applying for the building permit. These are <br />custom cut metal sheets and per the property owner, cannot be returned to the store or <br />manufacturer. The total cost is approximately $2,000. <br />The issue is the aesthetic value of the exposed fasteners. The intent of requiring standing seam <br />metal roofs is so the fasteners (i.e. screws) are not visible. <br />The property owner is also requesting the same roofing materials be allowed on the two (2) <br />detached accessory structures (garages). Staff is asking for Planning & Zoning Board input on <br />this request. <br />CRITERIA AND FINDINGS OF FACT <br />No variance shall be granted unless it meets all the criteria in paragraphs 1. through 7. below. <br />The City shall make findings regarding compliance with these criteria. <br />1. The variance shall be in harmony with the general purposes and intent of the ordinance. <br />The general purpose and intent of the General Provisions section of the Zoning Ordinance is to <br />establish general development performance standards. These standards are intended and <br />designed to assure compatibility of uses; to prevent urban blight, deterioration and decay; and <br />to enhance the health, safety and general welfare of the residents of the community. <br />The variance to allow a metal roof with exposed fasteners is not harmonious with the general <br />purposes and intent of the ordinance regarding the enhancement of the general welfare of the <br />community. <br />2. The variance shall be consistent with the comprehensive plan. <br />The variance request is consistent with the comprehensive plan. Per the Comprehensive Plan, <br />the property is guided for Low Density Residential land use. The existing land use is single <br />family residential with a single family dwelling unit and detached garage. <br />3. There shall be practical difficulties in complying with the ordinance. "Practical difficulties," <br />as used in connection with the granting of a variance, means that the property owner proposes to <br />use the property in a reasonable manner not permitted by the ordinance.
