COUNCIL MINUTES <br />41 ADMINISTRATION DEPARTMENT REPORT <br />42 3A) Consider Resolution No. 20-87, Amending Personnel Policy —Human Resources <br />43 Manager Bartholomew explained that staff is recommending removal of the Computer Purchase <br />44 Program for reasons outlined in the written staff report. <br />45 Councilmember Stoesz asked that the council receive a copy of the Personnel Policy as amended by <br />46 this action. <br />47 Councilmember Stoesz moved to approve Resolution No. 20-87 as presented. Councilmember <br />48 Lyden seconded the motion. Motion carried on a voice vote. <br />49 3B) Consider Appointment of Accounts Payable/Payroll Technician —Human Resources <br />50 Manager Bartholomew reviewed the written staff report requesting that the council approve the <br />51 appointment of Emily Ahern to the vacant position. Ms. Bartholomew reviewed the hiring process <br />52 and Ms. Ahern's qualifications. <br />53 Councilmember Cavehn moved to approve the appointment of Emily Ahern as recommended. <br />54 Councilmember Ruhland seconded the motion. Motion carried on a voice vote. <br />55 3C} Consider Appointment of Streets Maintenance Worker— Human Resources Manager <br />56 Bartholomew reviewed the written staff report requesting that the council approve the appointment <br />57 of Erik Olson to the vacant position. Ms. Bartholomew reviewed the hiring process and Mr. <br />58 Olson's qualifications. <br />59 Councilmember Ruhland moved to approve the appointment of Erik Olson as recommended. <br />60 Councilmember Lyden seconded the motion. Motion carried on a voice vote. <br />61 PUBLIC SAFETY DEPARTMENT REPORT <br />62 4A) Consider City of Hugo Fire Aid Agreement — Public Safety Director Swenson reviewed <br />63 his written staff report. The City of Hugo is the last of the City's neighbors to request Fire <br />64 Auto/Mutual Aid. He noted the other area fire departments that receive this assistance. The report <br />65 includes information on the number times the City has provided and received assistance under the <br />66 agreement. <br />67 <br />68 Councilmember Cavegn asked if there are any financial implications and Director Swenson <br />69 explained how fire situations can be very labor intensive and how assistance can be very important. <br />70 Cities pay for the emergency resources that they make available. <br />71 <br />72 Mayor Rafferty noted the City of White Bear Lake is close but not included in the cities noted. <br />73 Director Swenson said there is an agreement in place with that city. <br />74 Councilmember Ruhland asked if there is an agreement for police services. Director Swenson <br />75 explained that the Joint Law Enforcement Council handles the area of assistance between <br />76 departments. <br />77 Councilmember Lyden moved to approve the agreement as presented. Councilmember Stoesz <br />78 seconded the motion.
