COUNCIL MINUTES APPROVED I20 Property owner was present and thanked the council and staff for the work put into bringing this 121 forward. Mayor Rafferty discussed the schedule for building; there will be some work to prepare the 122 site for spring building activities. 123 Councilmember Ruhland moved to approve Resolution No. 20-83 and Resolution No. 20-84, as I24 presented. Councilmember Stoesz seconded the motion. Motion carried on a voice vote 125 (Councilmember Lyden voted nay) 126 6C) Consider Resolution No. 20-89, Approving Release of Security and Escrow, St. Clair 127 Estates —Community Development Director Grochala reviewed the written staff report requesting 128 authority to release certain security and escrow funds. He reviewed the history of the City receiving 129 security and escrow funds, terms under which the City received the funds, the City's draw downs I30 and use of funds for required work at the development site, and the expectation of when work will 131 be finalized. Mr. Grochala requested that the council authorize release of the funds noted in the 132 report. At the council's request, Mr. Grochala explained the original amounts available, amounts 133 drawn down and remaining balance. There could be some outstanding expenses. 134 Councilmember Stoesz asked if there is an HOA at the St. Clair Estates development; Mr. Grochala 135 said yes and they have elected board members. 136 Mayor Rafferty noted that this is a good development and he is appreciative of the «pork put in by 137 staff and other to get over some bumps along the way. 138 139 140 141 142 143 144 145 146 iFA I48 149 150 151 152 153 154 I55 I56 157 158 159 I60 Councilmember Lyden moved to approve Resolution No. 20-89, as presented.
