COUNCIL MINUTES <br />APPROVED <br />I20 Property owner was present and thanked the council and staff for the work put into bringing this <br />121 forward. Mayor Rafferty discussed the schedule for building; there will be some work to prepare the <br />122 site for spring building activities. <br />123 Councilmember Ruhland moved to approve Resolution No. 20-83 and Resolution No. 20-84, as <br />I24 presented. Councilmember Stoesz seconded the motion. Motion carried on a voice vote <br />125 (Councilmember Lyden voted nay) <br />126 6C) Consider Resolution No. 20-89, Approving Release of Security and Escrow, St. Clair <br />127 Estates —Community Development Director Grochala reviewed the written staff report requesting <br />128 authority to release certain security and escrow funds. He reviewed the history of the City receiving <br />129 security and escrow funds, terms under which the City received the funds, the City's draw downs <br />I30 and use of funds for required work at the development site, and the expectation of when work will <br />131 be finalized. Mr. Grochala requested that the council authorize release of the funds noted in the <br />132 report. At the council's request, Mr. Grochala explained the original amounts available, amounts <br />133 drawn down and remaining balance.
