Ms. Katie Larsen
11 /04/2020
Page 2
not require Stormwater Management. However, staff has reviewed the drainage in this area
and is concerned that the proposed Lot 2 will direct more water towards adjacent properties
and trap water near the eastern property line as the area is flat and landlocked. The
drainage along the south property line of Lot 2 is shown to be directed to the northwest (rear
of the lot), avoiding runoff to the adjacent property to the south.
Comments
1. An erosion control plan will be required with the building permit.
2. Staff is concerned that runoff to adjacent properties will increase due to additional
impervious surfaces. A rear yard storm structure or surface water storage area may
be needed to avoid creating landlocked low points on the proposed parcel and
adjacent parcels. There is an existing 18-inch diameter reinforced concrete storm
sewer pipe along Second Avenue that can be used to extend storm sewer.
3. Applicant to show contours extending beyond the property lines.
• Water Supply
There is existing 6-inch diameter ductile iron pipe (DIP) watermain along 2nd Avenue west
of the site and 12-inch diameter ductile iron pipe (DIP) watermain along Elm Street north
of the site. There are two water service stubs extended to the property from 2nd Avenue.
The proposed home will be required to connect to the City's water system. The applicant
is proposing to connect to the southernmost water service stub along 2nd Avenue. It is
recommended that the additional water service stub is removed in the future when 2nd
Avenue is reconstructed.
• Sanitary Sewer
There is existing 8-inch diameter poly -vinyl chloride (PVC) sanitary sewer along 2nd
Avenue west of the site and existing 8-inch diameter poly -vinyl chloride (PVC) sanitary
sewer along Elm Street north of the site. There are two sanitary service stubs extended to
the property from 2nd Avenue.
The proposed home will be required to connect to the City's sanitary sewer system. The
applicant is proposing to connect to the southernmost sanitary service stub along 2nd
Avenue. It is recommended that the additional sanitary service stub is removed in the
future when 2nd Avenue is reconstructed.
• Transportation
The site is located at the intersection of Elm Street and Second Avenue. There is currently a
33-ft wide easement along Elm Street on the north side of the property. The Second Avenue
right-of-way varies in width, but is 80-ft wide at a minimum and shall remain 80-ft wide near
the property. Elm Street and Second Avenue are city streets.
Comments:
1. Per City Ordinance, 40-ft of right-of-way along Elm Street shall be dedicated as part of
this project. Elm Street is a collector road, which requires 40-ft of right-of-way.
• Wetlands and Mitigation Plan
Bald Eagle Addition Engineering Review
