F <br />Memo <br />To: Katie Larsen <br />From: Andy Nelson <br />Environmental <br />Date: October 28, 2020 <br />Re: Environmental Board Comments/ October 28t" 2020 / Bald Eagle Addition <br />Environmental provided the following comments about the Bald Eagle <br />Addition at 202 Elm Street at the October 28t", 2020 Environmental Board Meeting: <br />1. A storm drain inlet protection BMP must be added to the catch basin in front of <br />7150 2nd Avenue. <br />2. Board expressed concerns regarding feasibility of including a basement for the <br />new home given the depth of the water table in the area. This concern will be <br />forwarded to the City Engineer for consideration. <br />City Engineer reviewed separation between low floor and groundwater and found <br />that the separation requirement has been met (10/30/20.) <br />3. Install tree protection fence at 1 foot radius per inch DBH (diameter at breast <br />height) around any trees near the construction zone that are to be preserved. This <br />may impact tree 115, the tree line on the south perimeter of Lot 2, and white <br />cedars in the right-of-way. Silt fence should not be substituted for tree protection <br />fence, which should be installed according to MnDot 2572 specifications. Tree <br />protection zones should be established prior to any other construction activities <br />occurring on site. <br />4. Preserve as many trees as possible in the tree line on the south perimeter of Lot 2. <br />5. Recommend removing any ash trees on the site that are not intended to be treated <br />for emerald ash borer in the future. <br />• Page 1 <br />
