• <br />• <br />CITY OF LINO LAKES <br />RESOLUTION NO. 20-44 <br />APPROVING PUD DEVELOPMENT STAGE PLAN AMENDMENT #1-SITE PLAN <br />AND GRADING & DRAINAGE PLAN FOR LYNGBLOMSTEN <br />WHEREAS, the City received an application for PUD Development Stage Plan Amendment #1 <br />for Lyngblomsten hereafter referred to as Amendment; and <br />WHEREAS, the City Council approved the PUD Development Stage Plan/Preliminary Plat on <br />April 8, 2019 by Resolution No. 19-42 that included a stand-alone clubhouse and associated <br />parking lot; and <br />WHEREAS, the Amendment proposes to omit the stand-alone clubhouse and associated parking <br />lot and enlarge the stormwater pond in order to meet RCWD and City stormwater management <br />regulations; and <br />WHEREAS, the Amendment consists of the following plan sets and documents: <br />• PUD Amendment Narrative prepared by Lyngblomstem dated March 9, 2020 <br />• Revised Site Plan and Grading Plan prepared by AJA Associates, Inc. dated December <br />31, 2019 <br />• Stormwater Management Report prepared by AJA Associates, Inc. revised February 28, <br />2020; and <br />WHEREAS, a public hearing was held before the Planning & Zoning Board on April 8, 2020 <br />and the Board recommended approval of the Amendment with a 5-0 vote; and <br />NOW, THEREFORE BE IT RESOLVED by The City Council of The City of Lino Lakes <br />hereby makes the following: <br />FINDINGS OF FACT <br />PUD Development Stage Plan Amendment #1: <br />Per Section 1007.024(1) Purpose and Intent, the PUD, by allowing deviation from the strict <br />provisions of this Ordinance related to setbacks, heights, lot area, width and depths, yards, etc., <br />by conditional use permit or a mixture of uses by rezoning to a PUD District, is intended to <br />encourage: <br />1. A development pattern in harmony with the objectives of the Comprehensive Plan. <br />The Amendment is consistent with the goals and policies of the Comprehensive Plan and the <br />Master Plan. <br />2. Innovations in development that address growing demands for all styles of economic <br />expansion, greater variety in type, design, architectural standards, and siting of structures <br />through the conservation and more efficient use of land in such developments. <br />1 <br />
