The proposed development will not involve uses, activities, processes, materials, equipment and conditions of operation that will be detrimental to any persons, property, or the general welfare because of excessive production of traffic, noise, smoke, fumes, glare, or odors. The proposed LTC campus expansion project is an allowed use within the LI, Light Industrial District with an approved conditional use permit. The project will not generate excessive traffic, noise, smoke, fumes, glare or odors. 9. The proposed development will not result in the destruction, loss, or damage of a natural, scenic or historic feature of major importance. There are no natural, scenic or historic features on the existing site. BE IT FURTHER RESOLVED by The City Council of Lino Lakes in addition to the administrative requirements of a conditional use permit, the following specific performance standards of Section 1007.120 (9) (f) must also be met: (f) Two (2) or more buildings on same lot provided such buildings relate to a permitted or conditional use that is operated as single business or enterprise Laborer 's Training Center is creating a vocational training campus with the construction of the second building. The existing building is a permitted use and both buildings will be operated as a single business. BE IT FURTHER RESOLVED by The City Council of the City of Lino Lakes hereby approves the conditional use permit for two (2) or more buildings on the same lot for Laborer's Training Center located at 2350 Main Street subject to the following conditions: 1. The easterly driveway to Victor Path is for weekly truck deliveries, weekly trash & recycling collection and emergency access only. Students, staff and general public access to the campus shall be via CSAH 14 (Main Street). 2. No open and outdoor storage is allowed unless approved by a separate conditional use permit for such use. 3. A separate public drainage and utility easement shall be recorded over the stormwater pond, wetlands, conservation easement and wetland buffer. 4. A conservation easement and wetland buffer declaration shall be recorded over the wetland and buffer. 5. A Site Performance Agreement and securities are required. BE IT FURTHER RESOLVED by the City Council of the City of Lino Lakes hereby approves the conditional use permit subject to the following requirements being addressed prior to issuance of a grading permit:
