• <br />• <br />Otter Crossing will be served with an adequate waste disposal system. The development is within <br />the current Utility Staging Area 1A=2008-201 S and will be served by an 8" PVC sewer main <br />along the private road extending from Otter Lake Road. The sanitary sewer system has capacity <br />to accommodate the commercial development. <br />BE IT FURTHER RESOLVED by the City Council of The City of Lino Lakes hereby <br />establishes that Otter Crossing is not a premature subdivision; and <br />BE IT FURTHER RESOLVED by The City Council of The City of Lino Lakes hereby <br />approves the preliminary plat for Otter Crossing subject to the following conditions: <br />1. A private road easement and maintenance agreement or Operating, Easements, and <br />Maintenance Agreement (OEM) shall be recorded for the private road. <br />2. A Declaration of Access Control for the intersection of the Otter Lake Road and the <br />private road shall be recorded. <br />3. A comprehensive sign plan for the entire building shall be provided at the time of <br />building permit. <br />4. Details of the drive -through order board intercom shall be provided with the building <br />permit for that unit. <br />5. An Administrative Permit is required for any outdoor dining. <br />6. The applicant shall submit a Land Use Application for final plat after preliminary plat <br />approval. <br />BE IT FURTHER RESOLVED by The City Council of The City of Lino Lakes hereby <br />approves that the following comments shall be addressed at the time of final plat submittal: <br />1. All comments from the City Engineer letter dated August 6, 2020 shall be addressed. <br />2. All comments from the Environmental Coordinator letter dated August 4, 2020 shall be <br />addressed. <br />3. All comments from the Anoka County Highway Department letter dated August 7, 2020 <br />shall be addressed. <br />4. A hydrant shall be located closer to the Fire Department Connector (FDC) on the north <br />side of the building near the transformer. <br />5. A draft private road easement and maintenance agreement or Operating, Easements, and <br />Maintenance Agreement (OEM) shall be provided for City review and approval. <br />6. A draft Declaration of Access Control shall be provided for City review and approval. <br />7. All applicable plan sheets: <br />a. A trail on the west side of Otter Lake Road and a pedestrian cross walk with <br />signal improvements at the CSAH 14 and Otter Lake Road intersection shall be <br />provided. Construction costs shall also be provided. <br />8. Sheet 1.1, Exiting Conditions: <br />a. The acreage of the each wetland shall be included. <br />9. Sheet 3.1, Preliminary Plat: <br />a. Outlots A thru D shall be one (1) outlot. <br />b. Outlot D shall be incorporated into the outlot and a private road easement and <br />maintenance agreement recorded over it. <br />c. A drainage and utility easement shall be platted over the private road. <br />d. The delineated wetland boundary and acreages shall be included. <br />4 <br />
