• <br />• <br />• <br />Chapter 12 - Implementation <br />The Comprehensive Plan is the principal tool for guiding the development of Lino Lakes. The <br />community's vision for the future will be realized only if the plan is implemented. The purpose <br />of this section is to provide guidance on using the plan. Using the plan requires balancing the <br />community aspirations and adapting to conditions that will change over the life of the plan. It <br />also provides a "to-do list" of work the city should do to ensure that the plan is implemented in <br />the future. <br />SUMMARY <br />Staff recommends adoption of 2040 Comprehensive Plan with the minor changes required by the <br />Metropolitan Council, including modifications to lower our population, housing and employment <br />forecasts. The current Comprehensive Plan reflects these changes. <br />Findings of Fact <br />The following are Findings of Fact for adoption of the 2040 Comprehensive Plan: <br />1. Minnesota Statutes §473.864 requires each local governmental unit to review and, if <br />necessary, amend its entire comprehensive plan and its fiscal devices and official controls <br />at least once every ten years to ensure its comprehensive plan conforms to metropolitan <br />system plans and ensure its fiscal devices and official controls do not conflict with the <br />comprehensive plan or permit activities that conflict with metropolitan system plans; and <br />2. Minnesota Statutes §473.858 and §473.864 require local governmental units to complete <br />their "decennial" reviews by December 31, 2018; and <br />3. The City of Lino Lakes authorized the review and update of its Comprehensive Plan; and <br />4. The 2040 Comprehensive Plan is a planning tool intended to guide the future growth and <br />development of the City of Lino Lakes in a manner that conforms with metropolitan <br />system plans and complies with the Metropolitan Land Planning Act and other applicable <br />planning statutes; and <br />5. The City of Lino Lakes 2040 Comprehensive Plan reflects a community planning process <br />involving elected officials, appointed officials, city staff, community organizations, the <br />public at large, developers, and other stakeholders; and <br />6. The Planning Commission has considered the proposed 2040 Comprehensive Plan and all <br />public comments, and thereafter submitted its recommendations to the City Council, and <br />7. The City conducted a public hearing on April 10, 2019 on the proposed 2040 <br />Comprehensive Plan; and <br />6 <br />
