Pursuant to Minnesota Statutes §473.858, the proposed 2040 Comprehensive Plan was <br />submitted to adjacent governmental units and affected special districts and school <br />districts for review and comment on May 22, 2019; and <br />9. The Lino Lakes City Council adopted Resolution 19-158 authorizing the proposed 2040 <br />Comprehensive Plan to be submitted to the Metropolitan Council for review; and <br />10. At its regular meeting on October 28, 2020, the Metropolitan Council completed its <br />review of the proposed 2040 Comprehensive Plan and found that the Plan meets the <br />requirements of the Metropolitan Land Planning Act; conforms to the metropolitan <br />system plans for transportation (including aviation), water resources, and parks; is <br />consistent with Thrive MSP 2040; and is compatible with the plans of adjacent <br />jurisdictions and affected special districts and school districts; and <br />11. The proposed 2040 Comprehensive Plan includes all revisions made during the review <br />process and responds to additional advisory comments that are part of the Metropolitan <br />Council's actions authorizing the City of Lino Lakes to place its proposed 2040 <br />Comprehensive Plan into effect. <br />Next Steps <br />Following adoption of the Comprehensive Plan, the city has nine months to amend the zoning <br />ordinance and Zoning Map to bring them into compliance with the amended Comprehensive <br />Plan. <br />RECOMMENDATION <br />Staff recommends adoption of Resolution 20-128 adopting the 2040 Comprehensive Plan. <br />This action requires a 4/5 vote of the City Council. <br />ATTACHMENTS <br />1.
