City of Lino Lakes - Zoning Ordinance <br />® Subd. 3. PDO, Planned Development Overlay District. <br />A. Purpose. The intent of the PDO District is to permit greater flexibility and, <br />consequently, more creative and imaginative design of the development of <br />residential, commercial or industrial areas than are generally possible under <br />conventional zoning regulations. It is further intended to promote more <br />economical and efficient use of the land while providing a harmonious variety of <br />housing choices, a height level of urban amenities, and preservation of natural <br />scenic qualities of open space. <br />B. Permitted Uses. Any use permitted in the existing district where the PDO is <br />proposed shall be permitted in a PDO subject to the criteria established in <br />Section 2, Subd. 5. of this Ordinance. Additional or accessory uses may be <br />allowed upon conditions adopted by the review authority. However, no use shall <br />be permitted except in conformity with a specific and precise final development <br />plan pursuant to the procedural and regulatory provisions hereinafter set forth. <br />C. Procedures for Application and Review. <br />1. Pre -Application Conference. It is the responsibility of each <br />applicant to confer with the City Planner and interested staff members in <br />connection with the preparation of the planed unit development <br />application. It shall be the responsibility of the Zoning Official to contact <br />and invite the department heads or appropriate persons to a joint meeting. <br />The general outlines of the proposal, evidenced schematically by sketch <br />plans, are to be considered before submission of the planned <br />development application. Thereafter, the City Planner shall furnish the <br />applicant with his/her written comments regarding such conference, <br />including appropriate recommendations to inform and assist the applicant <br />prior to his/her preparing the components of the planned development <br />application. <br />2. Preliminary Development Plan. The developer shall be required to <br />submit ten (10) copies of the following exhibits, written information, maps <br />and plans to the City: <br />a. A legal description of the total site proposed for <br />development, including a statement of present and proposed <br />ownership and present and proposed zoning. <br />b. A statement of planning objectives to be achieved by the <br />PDO through the particular approach proposed by the applicant. <br />® This statement should include a description of the character of the <br />M <br />
