E, <br />City of Lino Lakes -Zoning Ordinance <br />the surrounding district or can be related to the height of the buildings <br />within the PDO. <br />4. Environmental Design. <br />a. Environmental design considerations shall be incorporated <br />into the PDO process by requiring existing natural amenities and <br />landscaping and a proposed landscaping plan to be submitted <br />during the review process. <br />b. The general landscaping plan submitted during the <br />preliminary development plan phase shall be followed by a detailed <br />landscaping plan, showing the spacing, size, and specific types of <br />landscaping material. <br />5. Traffic Circulation. <br />a. Principal vehicular access points shall be designed to permit <br />smooth traffic flow with controlled turning movements and minimum <br />hazards to vehicular or pedestrian traffic. Minor streets within the <br />PDO shall not be connected to streets outside the development in <br />such a way as to encourage their use by through traffic. <br />b. The proposed PDO District shall be located with regard to <br />major thoroughfares and uses outside the district so that traffic <br />congestion will not be created by the proposed development or will <br />be obviated by presently projected improvements and that uses <br />adjacent to such thoroughfares will not be adversely affected. <br />6. Parking Standards. Parking standards for the PDO are the same as for <br />other similar uses as provided in the off-street parking section of this <br />Ordinance. Variances may be applied for where combined land uses <br />warrant a deviation from established requirements. <br />7. Public Services. <br />a. A PDO shall not create a demand for public service which <br />exceeds that which is normally provided in the zoning district of the <br />proposed PDO. <br />b. Public facilities and improvements, including water, sewer <br />and street facilities, made necessary as a result of the planned <br />development shall be provided by the developer of the PDO. <br />These improvements shall be constructed in advance of the <br />approval of the final plan, or at the election of the City, escrow <br />9-19 <br />
