City of Lino Lakes - Zoning Ordinance <br />person seeking approval to demonstrate that there are no feasible or <br />prudent alternatives to the cutting of trees on the site. <br />4. The types and density of land use proposed for the site shall be <br />suited to the site conditions and shall adequately correct problems due to <br />soil limitations, including but not limited to bearing strength, shrink -swell <br />potential, slope stability, high groundwater or wetness. <br />5. The proposed use shall be sited, designed, oriented and <br />landscaped to produce a harmonious relationship of building and grounds <br />to surrounding buildings and properties and the total neighborhood <br />environment. <br />6. The proposed use shall show sufficient landscaping to screen <br />undesirable features and to enhance the appearance of the development. <br />7. The proposed use shall preserve the objectives of this ordinance <br />and shall be consistent with policy and plan recommendations of the <br />comprehensive plan. <br />E. Performance Standards. All uses shall comply with the requirements of this <br />section. In order to determine whether a proposed use will conform to the <br />requirements of this ordinance, the Planning and Zoning Board may obtain a <br />qualified consultant to testify, whose cost for services shall be borne by the <br />applicant. <br />1. Fire prevention and fighting equipment acceptable to the Board of <br />Fire Underwriters and City Council shall be readily available when any <br />activity involving the handling or storage of flammable or explosive <br />materials is carried on. <br />2. Activities authorized by site and building plan approval shall be <br />initiated within six (6) months. If such activity is not completed within <br />eighteen (18) months, the site approval shall no longer be in effect, and <br />application and approval of site and building plans shall be required. <br />3. The applicant or the owner of land affected by such site and <br />building plan review shall submit to the City at the time of site and building <br />plan review application and amount for fee and deposit as required by City <br />resolution. <br />4. The applicant shall, upon completion of site and building plan <br />review, submit to the City an agreement that they will cause all <br />improvements called for in the site and building plan review to be <br />completed within the time specified by the City.
