City of Lino Lakes - Zoning Ordinance <br />2. The report of the Planning and Zoning Board shall be placed on <br />• the agenda of the City Council at its next regular meeting following referral <br />from the Planning and Zoning Board. <br />3. The City Council must approve or deny the application for <br />amendment or conditional use permit requests within sixty (60) days of <br />receiving all required information. The sixty (60) day time limit starts over <br />only if the City sends notice, within ten (10) business days, of receipt of <br />the request, telling the applicant what information is missing. The City <br />may extend the sixty (60) day time limit before the end of such time limit <br />by providing written notice of the extension to the applicant. The <br />notification must state the reasons for the extension and its anticipated <br />length, which may not exceed sixty (60) days, unless approved by the <br />applicant. Failure of the City Council to deny an application within sixty <br />(60) days is approval of the request. If the City Council denies a request, <br />it must state in writing the reasons for the denial at the time it denies the <br />request. <br />D. Design Standards. Plans which fail to meet the following standards shall not be <br />approved. <br />1. The site and buildings shall be designed, constructed and <br />maintained to avoid substantial probabilities of: <br />a. Unnecessary detraction from the appearance of the <br />surrounding area or the City as a whole. <br />b. Aesthetic incompatibility. <br />C. Noise incompatibility. <br />d. Traffic pattern incompatibility. <br />e. Accelerated erosion. <br />f. Unnecessary loss of existing natural features <br />(vegetation, steep slopes, wetlands, water bodies). <br />g. Increased flood potential. <br />2. No development shall be allowed which will result in unusual <br />maintenance or repair costs of roads, parking areas or utility lines. <br />• 3. Development shall be permitted only in such a manner that the <br />maximum number of trees shall be preserved. It shall be the duty of the <br />
