- 2 - <br />2. The City will accomplish plan and regulatory control adoption <br />by December 31, 1976. <br />3. The City will prepare and adopt plans and regulatory controls which <br />address Metropolitan Council expectations in the following areas: <br />a. The City will define an urban service area based on the capacity <br />of the Lino Lakes Interceptor in the area served by the interceptor <br />and will generally define methods of allocating interceptor <br />'capacity during the next fifteen years within this urban service <br />area. The Lexington Park Lakeview area will also be defined <br />as an urban service area based on allocation of capacity in <br />the Blaine Interceptor. <br />b. Outside ofthe urban service area the City will establish <br />development density standards. These standards will apply <br />on an interim basis while the City develops and adopts'a long- <br />term rural area growth management strategy through the municipal <br />comprehensive planning process. <br />c. The City will amend its zoning ordinance to include a restrictive <br />soils provision. <br />d. The City will define existing and potential septic tank problem <br />areas and adopt appropriate offical controls to assure that <br />development in such areas will not create additional or new <br />pollution problems. <br />e. If Minnesota Pollution Control Agency on -site sewage disposal <br />installation and maintenance standards are promulgated by <br />November 1976, the City will adopt an ordinance consistent with <br />them. If MPCA regulations are not -enacted by November 1976, <br />the Cil'y will add on -site disposal system maintenance provisions <br />to the current City septic tank regulations which will be used <br />until the MPCA regulations become law. In either case the City <br />will adopt on -site sewage disposal provision which will provide <br />for the following: <br />1) Minimum standards for the installation of new systems. <br />2) Minimum standards and procedures for monitoring and main- <br />taining new and existing disposal systems. <br />3) Methods of improving existing systems which need upgrading <br />to meet the established minimum standards. <br />4) Cooperate with Anoka• County Comprehensive Health Board and <br />the Rice Creek Watershed Board for groundwater quality <br />monitoring in areas with septic tank systems. <br />5) Provide public information for on -sit disposal system <br />operation and maintenance. <br />6) Positive support for City enforcement personnel to administer <br />the above regulations. <br />
