Ms. Katie Larsen <br />01/07/2020 <br />Page 5 <br />Watermark 4th Addition Engineering Review <br />The Watermark 4th Addition Site Landscape Plan has been reviewed by staff and the City’s <br />Environmental Coordinator. The Environmental Coordinator will provide separate comments. <br /> <br />Comments: <br />1. Staff recommends that the seed mixes proposed with Watermark 4th <br />Addition match the wetland replacement plan prepared by Kjolhaug as noted <br />by the City Environmental Coordinator’s review. <br />2. The applicant shall adjust tree locations so that trees are outside of sight <br />clearances (sight triangles) at intersections with adjacent streets. <br />3. Trees shall not be placed over utility pipes. Staff recommends that trees be <br />moved 20-ft from proposed trunk sanitary sewer line along 20th Avenue <br />(CSAH 54). <br />4. Applicant to review plantings near roundabout to ensure that plantings do <br />not obstruct view of pedestrian ramps. <br /> <br />• Geotechnical <br /> <br />Additional geotechnical data will need to be provided with the final bridge design. <br /> <br />• Floodplain <br /> <br />The Watermark 4th Addition does impact the existing floodplain. Applicant is still <br />working on FEMA Floodplain Approval associated with Watermark 2nd Addition. <br />Anoka County wants the removal of the floodplain in the Anoka County right-of - <br />way to be included with the modified LOMR. <br /> <br />Comments: <br />1. Applicant is working on adjusting floodplain limits to eliminate the floodplain <br />from Anoka County ROW. The turn lane plans do not appear to show the <br />proposed ditch floodplain that is part of the FEMA application and exhibits. <br />This may result in modifying the grading plans for this area. <br />2. Building permits f or lots within the existing floodplain shall not be issued until <br />an approved LOMR is in place. <br /> <br />• Drainage and Utility Easements <br /> <br />Roadways are proposed within right-of -way and lots include standard drainage and utility <br />easements. Larger drainage and utility easements are provided over surface water <br />management features as required. Temporary easements for Pond 400 outlet will expire <br />with this plat. <br /> <br />• Development Agreement <br /> <br />A development agreement will be required with the final plat. <br /> <br />• Grading Agreement <br /> <br />Grading agreement not required. Grading securities to be collected through 4th Addition <br />Development Agreement. <br />
