COUNCIL MINUTES <br /> APPROVED <br /> 80 Councilmember Ruhland moved to approve the 2nd Reading of Ordinance No . 01 -21 as presented. <br /> 81 Councilmember Lyden seconded the motion. Motion carried : Yeas , 5 ; Nays none . <br /> 82 ii) Consider Resolution No. 21 -03 , Approving Summary Publication of Ordinance No . 01 - <br /> 83 21 ; <br /> 84 Councilmember Cavegn moved to approve Resolution No . 21 -03 as presented. Councilmember <br /> 85 Stoesz seconded the motion. Motion carried on a voice vote . <br /> 86 in) Consider Resolution No. 21 -04 Authorizing the Conveyance of Land (Park, Oaks of <br /> 87 Lino) to Adjacent Property Owners . <br /> 88 Councilmember Cavegn moved to approve Resolution No . 21 -04 as presented. Councilmember <br /> 89 Ruhland seconded the motion. Motion carried on a voice vote . <br /> 90 COMMUNITY DEVELOPMENT REPORT <br /> 91 6A) Consider Resolution No. 21 -01 , Accepting Quotes , and Awarding a Construction <br /> 92 Contract, 2020 Surface Water Maintenance Project 2— City Engineer Hankee reviewed her <br /> 93 written report . She noted the work locations proposed, the low quote received, and the estimated <br /> 94 cost of work . These are smaller sediment activities proposed and she noted that a storm water utility <br /> 95 would allow the City to do more extensive work. <br /> 96 Councilmember Stoesz asked about access and control over impact on people ' s property; Ms . Hankee <br /> 97 said necessary contracts have been made and erosion control will be handled appropriately. <br /> 98 Councilmember Cavegn moved to approve Resolution No . 21 - 01 as presented. Councilmember <br /> 99 Lyden seconded the motion. Motion carried on a voice vote . <br /> 100 613) Consider Resolution No . 21 -05 , Approving Maintenance Agreement for Channel <br /> 101 Crossing, Nature ' s Refuge - City Engineer Hankee noted the City ' s approval of the final plat for this <br /> 102 development, including a culvert and roadway crossing. This agreement would be specific to this <br /> 103 culvert crossing and provides for City maintenance . <br /> 104 Councilmember Stoesz asked the average lifespan of a culvert and how replacement is handled; Ms . <br /> 105 Hankee said the lifespan is about fifty years and stormwater maintenance funds are the source of <br /> 106 replacement funding . <br /> 107 Councilmember Lyden moved to approve Resolution No . 21 - 05 as presented . Councilmember <br /> 108 Stoesz seconded the motion .
