Project approach/work plan <br />Project approach <br /> Compare the proposed fees and charges to the current rates, fees and charges and <br />demonstrate the effect of proposed rates on typical utility customers. A minimum of five <br />customers in each rate classification will be compared. <br /> Evaluate and compare the proposed fee structure to each utility’s current fee structure <br />and to the fee structures of at least five neighboring local government utilities <br /> Make recommendations for reasonable operational or policy level strategies (i.e. <br />refinancing, combining or paying off outstanding bond issues, deferring or accelerating <br />capital investment, which the City may reasonably consider for mitigating the impact of <br />any proposed/required rate increases <br /> Make recommendations on any changes in miscellaneous fees and charges to ensure <br />they are reasonable; compare these to the fees and charges of the five neighboring <br />communities selected. <br />– Review the rate study with City staff. Based on this review, we will modify or change the <br />rate study, incorporating the City staff’s comments as appropriate <br />Task 4 – Prepare and present report of findings and recommendations <br />– Baker Tilly will prepare a Draft Report of Findings for discussion with the Project <br />Management Team. All changes will be incorporated in the Final Report of Findings and <br />Recommendations. <br />– Baker Tilly will prepare and present a Report of Findings and Recommendations that will <br />contain our findings and recommended rate structures to the City Council in a workshop <br />session <br /> We will provide an electronic copy in PDF format <br />Expectations <br />In order to conduct this study, the City will need to designate a staff member to serve as a <br />project manager (noted as Ms. Lynch in the RFP). This person will be responsible for <br />assisting Baker Tilly with any questions that may arise regarding the utilities and reviewing <br />the draft and final reports. <br />
