CITY COUNCIL <br /> AGENDA ITEM 5B <br /> STAFF ORIGINATOR: Rick DeGardner,Public Services Director <br /> MEETING DATE: March 8,2021 <br /> TOPIC: Consider Resolution No. 21-17, Approving Contract with Northland <br /> Recreation Inc. for Lino Park and Clearwater Creek Park Playground <br /> Equipment,Rick DeGardner <br /> VOFE REQUIRED: 3/5 <br /> INTRODUCTION <br /> Staff is requesting council consideration to approve contracts with Northland Recreation Inc. for <br /> the Lino Park Playground Project and Clearwater Creek Park Playground Project. Both projects <br /> consist of design services, supply and delivery of the equipment, and the provision of a certified <br /> [ playground installer to assist the Parks Department. <br /> BACKGROUND <br /> The playground equipment at Lino Park was installed in 1998 and the Clearwater Creek Park <br /> installation was in 2002.The Park Board recommended that both playgrounds be replaced as part <br /> of the 2021 Parks and Trails Fund Projects. <br /> Public Services Department staff will undertake the removals process and perform the necessary <br /> site work. <br /> Staff is recommending entering into two separate contracts with Northland Recreation,Inc.via <br /> Sourcewell(formerly NJPA)as follows: <br /> Lino Park $85,000 <br /> Clearwater Creek Park $80,000 <br /> The project costs will include design work,playground equipment,and a certified playground <br /> installer. Sourcewell is a public corporation serving as a municipal contracting agency for <br /> government and education agencies. Sourcewell serves member agencies under the legislative <br /> authority established and granted by Minnesota Statute 123A.21.This agreement fulfills the <br /> competitive solicitation and contract process required of governmental agencies. Staff utilized <br /> this process with recent playground projects at Birch Park and Sunrise Park. <br /> Recommended funding is from the Park and Trail Improvement Fund. <br />
