COUNCIL MINUTES <br />APPROVED <br />1 <br />2 LINO LAKES CITY COUNCIL <br />3 SPECIAL MEETING <br />4 MINUTES <br />5 <br />6 DATE March 30, 2021 <br />7 TIME STARTED 6*00 p.m. <br />8 TIME ENDED 6:28 p.m. <br />9 MEMBERS PRESENT Councilmember Stoesz, Lyden, <br />10 Ruhland, Cavegn and Mayor Rafferty <br />11 MEMBERS ABSENT None <br />12 <br />13 The council meeting was held telephonically on the Zoom Meeting platform and as allowed by <br />14 Minnesota Statutes 13D.021. <br />15 <br />16 Staff members present: City Administrator Sarah Cotton; Community Development Director <br />17 Michael Grochala; City Clerk Julie Bartell <br />18 <br />19 PUBLIC COMMENT <br />20 There were no public comments. <br />21 SETTING THE AGENDA <br />22 The agenda was approved as presented. <br />23 CONSENT AGENDA <br />24 There were no Consent Items. <br />25 FINANCE DEPARTMENT REPORT <br />26 There was no report from the Finance Department. <br />27 ADMINISTRATION DEPARTMENT REPORT <br />28 1) Consider Resolution No. 21-28, Authorizing Execution of a License Agreement with <br />29 The State of Minnesota For Use of the Lino Lakes Recreation Center as a COVID49 Public <br />30 Vaccination Site — Community Development Director Grochala explained that the City was very <br />31 recently approached by the State of Minnesota requesting the opportunity to utilize the former <br />32 YMCA building as a COVID 19 Vaccine facility. The State is working hard to open up vaccine <br />33 facilities. Staff has worked with the State to quickly evaluate the facility. An agreement for the <br />34 use is under review by the City Attorney. Mr. Grochala explained the proposed term of the <br />35 agreement, the proposed licensing fee (base rent and building operations cost) and operation hours <br />36 of the facility. Staff has put together conservative estimates on the utility costs and is using those <br />37 for a not to exceed figure that has been preauthorized by the State. Charges will probably be less <br />38 than those estimates. Any use after the end date would require council approval. A State <br />39 reprsentative is on line to answer questions. <br />40 Mayor Rafferty received confirmation that the not to exceed number would be able to grow if there <br />41 was an extension past June 30t'' <br />fl <br />
