COUNCIL MINUTES <br />APPROVED <br />119 Councilmember Stoesz moved to approve Resolution No. 21-26 as presented. Councilmember <br />120 Ruhland seconded the motion with an amendment to require a move to City irrigation/conservation <br />121 requirements when the pond is two feet down; Councilmember Stoesz concurred with the <br />122 amendment. Motion carried on a voice vote. <br />123 6B) Consider Resolution No. 21-30 Approving Consent to Environmental Covenant and <br />124 Easement, Lino Lakes Mini Storage — City Engineer Hankee reviewed the written staff report <br />125 outlining a buryed debris situation at the Lino Lakes Mini Storage site. A response plan through the <br />126 Minnesota Pollution Control Agency to that situation is in place and the City is requsted to sign off. <br />127 Staff is in support of the request. <br />128 Councilmember Stoesz asked if there will be more land available for taxation; Ms. Hankee said <br />129 probably not. <br />130 Councilmember Stoesz moved to approve Resolution No. 21-30 as presented. Councilmember <br />131 Ruhland seconded the motion. Motion carried on a voice vote. <br />132 C) Drainage and Utility Easement Vacation: i. Consider 2na Reading of Ordinance No. 02- <br />133 21, Vacating Drainage and Utility Easement Lot 1, Block 4, Mar Don Acres - City Engineer <br />134 Hankee noted the property owner present and his request to vacate a portion of the roadway and <br />135 drainage easement. Staff has reviewed the request and worked with the applicant is is recommending <br />136 approval. <br />137 Councilmember Cavegn moved to waive the full reading of Ordinance No. 02-21 as presented. <br />138 Councilmember Lyden seconded the motion. Motion carried on a voice vote. <br />139 Councilmember Cavegn moved to approve the 2nd Reading and Passage of Ordinance No. 02-21 as <br />140 presented. Councilmember Lyden seconded the motion. Consider Resolution No. 21-31, Approving Summary Publication of Ordinance No. 02- <br />143 21. <br />144 Councilmember Cavegn moved to approve Resolution No. 21-31 as presented. Councilmember <br />145 Lyden seconded the motion. Motion carried on a voice vote. <br />146 UNFINISHED BUSINESS <br />147 Mayor Rafferty asked for an update Councilmember Stoesz's work on a Blue Heron Days parade. <br />148 Councilmember Stoesz said he plans to submit an application for staff review and is doing research <br />149 on running a parade.
