COUNCIL MINUTES <br />APPROVED <br />80 - Architectural Standards; <br />81 - Landscaping Plan (consistent with already approved); <br />82 - Plat Phases; <br />83 - Final Plat (includes public park); <br />84 - Watermark Way (main entrance roadway, decorative features, trail and sidewalk); <br />85 - Park Dedication; <br />86 - Public Park Master Plan; <br />87 - HOA Clubhouse (fulfills agreement as to when that must be constructed); <br />88 - Agreements presented for Council consideration; <br />89 - Final Plat is consistent with preliminary plans; <br />90 - Planning and Zoning and staff are recommending approval. <br />91 Councilmember Stoesz asked if there is anything in place to assist if Phase 5 doesn't proceed for <br />92 whatever reason. Staff noted that the clubhouse would certainly have to be a discussion. Each <br />93 addition is covered by an agreement and fund are secured for that addition only. <br />94 Councilmember Lyden said he is excited to see that the park is a central part of this development; <br />95 how did that occur because he'd like to see that happen again. City Planner Larsen noted that the <br />96 project has actually been under consideration for many years and the conversation always included <br />97 open space areas; the central location is intentional. <br />98 Councilmember Cavegn asked if there is parking included for the park. Ms. Larsen said there isn't <br />99 a parking lot but on street parking would be available as is utilized for many City parks. <br />100 Mayor Rafferty said staff noted that the park construction is under City control; how is staff working <br />101 toward that project. Public Services Director DeGardner noted that plans have been discussed for a <br />102 long time but funding and plans were outstanding prior to project approval; he anticipates the Park <br />103 Board looking at the matter in the next couple months, getting resident input and coming back to the <br />104 council with some plans for consideration. <br />105 Mayor Rafferty noted that there are trails included and he wonders how much of the system is <br />106 already constructed; Ms. Larsen indicated completed trails on a map. Mayor Rafferty asked about <br />107 fencing (he's seen some up already) and Ms. Larsen explained that there is not a lot of fencing <br />108 planned since it's not needed (other buffers are planned). Mayor Rafferty expressed that the <br />109 fencing should be level and not up and down; he sees he fencing in place is a quality product. <br />110 <br />111 Councilmember Stoesz moved to approve Resolution No. 21-20 as presented. Councilmember <br />112 Ruhland seconded the motion. Motion carried on a voice vote. <br />113 Councilmember Stoesz moved to approve Resolution No. 21-21 as presented. Councilmember <br />114 Ruhland seconded the motion. Motion carried on a voice vote. <br />115 Councilmember Stoesz moved to approve Resolution No. 21-25 as presented. Councilmember <br />116 Ruhland seconded the motion with an amendment to require a move to City irrigation/conservation <br />117 requirements when the pond is two feet down; Councilmember Stoesz concurred with the <br />118 amendment.
