COUNCIL MINUTES <br /> APPROVED <br /> 78 6B) Consider Resolution No. 21-34,Approving Master Partnership Contract with <br /> 79 MnDOT2021 Street Improvement Project—City Engineer Hankee reviewed the written staff report <br /> 80 requesting authorization to execute a master contract with MnDOT for street improvement projects. <br /> 81 The City is required to have a master contract in place when it is required for MSA projects. A <br /> 82 portion of the 2021 Street Improvement Project includes an State Aid route,requires materials <br /> 83 inspections services, and therefore requires that this contract be in place. <br /> 84 Mayor Rafferty asked how residents will be informed and Ms. Hankee said there will be a <br /> 85 construction notice and other communication. Project information is also posted orb the City <br /> 86 website. <br /> 87 Councilmember Stoesz confirmed that MSA funds are the City's share of the gas tax. <br /> 88 Councilmember Lyden moved to approve Resolution No. 21-34 as presented. Councilmember <br /> 89 Stoesz seconded the motion. Motion carried on a voice vote. <br /> 90 6A) Consider Resolution No. 21-33 Approving Amendment#1 to Century F rm North 7th <br /> 91 Addition Planned Unit Development Agreement—City Planner Larsen viewed a owerPoint <br /> 92 presentation that included information on the following: <br /> 93 - Map indicating area of development; area of Robinson Drive; <br /> 94 - In 2003 the area was proposed for townhomes; 2018 developer requested amendment to re- <br /> 95 plat to single family homes and a condition was requested that a sidewalk be constructed on <br /> 96 the east side (the developer ultimately paid $10,000 in park dedication fees in lieu of the <br /> 97 sidewalk); the HOA now wants the sidewalk and the developer will install with the refund of <br /> 98 the $10,000. <br /> 99 - Four single family homes are in and the area of the sidewalk was reviewed on a map; <br /> 100 - The resolution would amend the development agreement recognizing the sidewalk <br /> 101 amendment. <br /> 102 Mayor Rafferty noted the change in park dedication fees from 2018. Planner Larsen noted that land <br /> 103 was dedicated by the developer instead of the park dedication fee. <br /> 104 Councilmember Cavegn asked if the HOA changed their mind and Planner Larsen noted <br /> 105 communication as the issue. <br /> 106 Councilmember Stoesz clarified what area will be maintained by the HOA. Ms. Larsen explained <br /> 107 that the area has already been platted so it's clear who will own what. <br /> 108 Councilmember Lyden moved to approve Resolution No. 21-33 as presented. Councilmember <br /> 109 Ruhland seconded the motion.
