Page your <br /> Special Park Board Meeting <br /> July 21 , 1983 <br /> There was general discussion as to when the construction on this <br /> park should begin. It was felt the planning has been going on for <br /> approximately three _years and development should get started. <br /> Mrs. LaBlond moved to request authorization from the City Council to <br /> authorize plans and specifications and to advertise for bids for the <br /> development of Country Lakes Park. Seconded by Mr. Flannery. Motion <br /> carried unanimously. <br /> This will be on the August 8 , 1983 Council agenda. Some members expressed <br /> a desire to be present when this is discussed and Mr.Schumacher said <br /> he would put matter early on the agenda. <br /> OLD BUSINESS <br /> Mr. K. Johnson felt that the Rice Lake Estates proposal as discussed <br /> by the Planning and Zoning Board should be discussed. He noted there <br /> was a letter from Circle Pines stating that, if there are no tot lots <br /> in this development , there could be an impact on their park. Mr . Johnson <br /> felt that Circle Pines did not seemed to be concerned with their impact <br /> on Sunrise Park. He felt the letter was out of line. <br /> Mr.K. Johnson also questioned why the Planning and Zoning felt the need <br /> for tot lots in that area and also, who should make the recommendations <br /> to the Council concerning parks - the Park Board or the Planning and <br /> Zoning Board? <br /> Mr. R. Johnson questioned the road easment between the development <br /> and the park - is it still there? (Clerk' s Note : this has been <br /> vacated) . <br /> Mr. R. Johnson asked what the cash amount to the Park Board would be <br /> and Mr. Schumacher thought about $6700 . 00 . <br /> Mr. R. Johnson asked where the Planning and Zoning had proposed for the <br /> installation of the tot lot and Mr. Schumacher reported that they had <br /> suggested 20 , 000 square feet in Block 8 , near Lots 15 and 35 . Also, the <br /> developer develop this tot lot. <br /> Chairman Johnson asked for the consensus of the Park Board on this <br /> matter and the Board voted unanimously to require money in lieu of <br /> land in the Rice Lake Estates Plat. <br /> The general feeling of the Board was that tot lots are unnecessary in <br /> this plat with the nearness of the existing- park. <br /> There was discussion on the area being left for future park purposes - <br /> this would give access to the existing park. The Board has some questions <br /> as to the ability to use this are for a foot path - Mr. Schumacher said <br /> he had not walked the property and did not know how low it was . <br /> Mr. R. Johnson moved to reccomend to the Council that a 40 ' easement <br /> be provided in Lot 1 , Block and Lot-1, Block 1 , from the street to the <br /> Regional Park Boundary. Seconded by Mr. Flannery. Motion carried <br /> unanimously. <br />
