Park Board May 3 , 1982 Page Two Lino Lakes residents direct access to those trails . She pointed out that Birch Street was to have 10 ' paved shoulders but the County ran out of money and this work would be done at a later date . She felt that Anoka County should be contacted and asked to complete that work . Mr . Schumacher pointed out that in the discussion of the 5 Year C . I . P. . , there was discussion of doing a suuvey and then discussing a bonding program for the development of what was indicated on the survey to be the desire of the majority of the residents answering the survey . There was discussion on other uses for the trails alking , jogging , etc . SGKJe. There was also discussion on the format of the - what kind of in- for mation would be needed from the public? basic needs ? areas that should be expanded? etc . There was ,ldiscussion- on the various areas to be used for partial funding, potential projects . Mrs . Elsenpeter pointed out there should also be a maintenance program set up within the planAV and provisions made for this portion of costs to the park system. There was discussion on the need to update the 5 Year C . I . P . Mr . Schumacher pointed that , according to the Charter, a five year Financial Plan must be prepared and adopted for the City to include the Parks . This is an exercise in frustration due to the lack of stability in expected revenues from the Federal , State and County governments . There was a general feeling that the Board should set a special meeting to discuss the C . I .P . A special meeting for the purpose of updating the 5 Year C . I . P . was set for May 17 , 1982 at 7 : 00 P .M. at the City Hall . Notices will be mailed to all Park Board members. OLD BUSINESS Mr . Schumacher reported that the City Council had appointed Mr . Ken Johnson and Mr . Peter Scherer to work with the committee that will be formed in conjunction with the construction of the Senior Citizen ' s building . Mr . Schumacher noted that this money will be available as soon as final approval has been reeceived fro HUD . This should be sometime in June . BID FOR STUDY IN COUNTRY LAKES PARK Mr . Schumacher reported that this had been accepted and the representative will be here this week to tour the park and become familar with the area . She will consult with Mr. Hudak , who did the original work in the Park. She will study the material prepared by Mr. Hudak in his evaluation of the area . Mr. Schumacher noted that if there is additional work to be done when the survey has been finalized, this will be over and above the original bid . RECOGNITION NIGHT Mr . Schumacher reported that he had mailed letters to all organizations that 'mould have been involved with service to the City . He had received answers _rom three to date . It was suggested that a date be set , and the organiza- tions be notified and asked to be present . There was additional discussion on horse trails , tennis courts , et . , with most of the conservation inaudible . The meeting was adjourned . 9 l°til
