She pointed out <br /> that Birch Street was to have 10 ' paved shoulders but the County ran out <br /> of money and this work would be done at a later date . She felt that Anoka <br /> County should be contacted and asked to complete that work . <br /> Mr . Schumacher pointed out that in the discussion of the 5 Year C . I . P. . , there <br /> was discussion of doing a suuvey and then discussing a bonding program for <br /> the development of what was indicated on the survey to be the desire of the <br /> majority of the residents answering the survey . <br /> There was discussion on other uses for the trails alking , jogging , etc . <br /> SGKJe. <br /> There was also discussion on the format of the - what kind of in- <br /> for mation would be needed from the public? basic needs ? areas that should <br /> be expanded? etc . <br /> There was ,ldiscussion- on the various areas to be used for partial funding, <br /> potential projects . Mrs . Elsenpeter pointed out there should also be a <br /> maintenance program set up within the planAV and provisions made for this <br /> portion of costs to the park system. <br /> There was discussion on the need to update the 5 Year C . I . P . Mr . Schumacher <br /> pointed that , according to the Charter, a five year Financial Plan must <br /> be prepared and adopted for the City to include the Parks . This is an <br /> exercise in frustration due to the lack of stability in expected revenues <br /> from the Federal , State and County governments . There was a general <br /> feeling that the Board should set a special meeting to discuss the C . I .P . <br /> A special meeting for the purpose of updating the 5 Year C . I . P . was set <br /> for May 17 , 1982 at 7 : 00 P .M. at the City Hall . Notices will be mailed to <br /> all Park Board members. <br /> OLD BUSINESS <br /> Mr . Schumacher reported that the City Council had appointed Mr . Ken Johnson <br /> and Mr . Peter Scherer to work with the committee that will be formed in <br /> conjunction with the construction of the Senior Citizen ' s building . Mr . <br /> Schumacher noted that this money will be available as soon as final approval <br /> has been reeceived fro HUD . This should be sometime in June . <br /> BID FOR STUDY IN COUNTRY LAKES PARK <br /> Mr . Schumacher reported that this had been accepted and the representative <br /> will be here this week to tour the park and become familar with the area . <br /> She will consult with Mr. Hudak , who did the original work in the Park. She <br /> will study the material prepared by Mr. Hudak in his evaluation of the area . <br /> Mr. Schumacher noted that if there is additional work to be done when the <br /> survey has been finalized, this will be over and above the original bid . <br /> RECOGNITION NIGHT <br /> Mr . Schumacher reported that he had mailed letters to all organizations that <br /> 'mould have been involved with service to the City . He had received answers <br /> _rom three to date . It was suggested that a date be set , and the organiza- <br /> tions be notified and asked to be present . <br /> There was additional discussion on horse trails , tennis courts , et . , with <br /> most of the conservation inaudible . <br /> The meeting was adjourned . 9 l°til <br />
