f <br /> August 6, 1979 <br /> The regular meeting of the Park Board was called to order at 8:05 p.m. , August 6, <br /> 1979, by Vice Chairman Tom Shaughnessy. Members present: Larry Crouse, Gary <br /> Foster, Ken Johnson, Peter Scherer, Charles Cheesebrough and Council liaison Richard <br /> Zelinka, with Chairman Ina Liljedahl arriving at 8:10 p.m. to chair the meeting. <br /> Also present was Mayor Karth. <br /> The first item on the agenda was the approval of the minutes of the July 2 meeting. <br /> Mr. Scherer moved to deny approval of these minutes, based on the fact that they <br /> were too brief and did not reflect the complete business of the Board at that meeting. <br /> This motion was later retracted by Mr. Scherer and the subject opened for discussion. <br /> It was felt that pertinent discussion in reference to the four-season building, <br /> LAWCON, grants and financing, and Mr. Crouse's report to the Board should have been <br /> included in the minutes. It was also pointed out that future boards may want to <br /> refer back to the information and procedures used by this Board. Mr. Zelinka <br /> commented that normally, according to Robert's Rules of Order, the actual minutes <br /> of the meetina consist of the resolutions or motions, those who made them and <br /> seconded them, the result of the vote, and the actions taken; however, the City of <br /> Lino Lakes has in the past included the relevant conversation in the minutes. The <br /> Park Board felt that as much as possible of the pertinent discussion should be <br /> included in the minutes, and that each member should be aware of their responsibility <br /> to indicate to the recording secretary when they felt something was pertinent or <br /> should be recorded. <br /> Mr. Scherer moved to accept the minutes of the July 2, 1979 minutes with additions. <br /> Mr. Crouse seconded the motion. All were in favor. Motion declared passed. Mr. <br /> Crouse reviewed the grant and financing situation for the proposed four-season <br /> building in Lino Park. This was recorded by the secretary and will appear as an <br /> addition to the July 2, 1979 minutes. <br /> Mr. Zelinka gave his report from the Council . In general , the Council had agreed <br /> with all that was in the report from the Park Board, and had expressed their appre- <br /> ciation for the hard work done by the Park Board. Payment had been authorized for a <br /> check from funds for Mr. Crouse' s time in working on the grant; the Park Board <br /> recommendation on Bloom's Addition had been approved; and the Council 's feeling on <br /> the possibility of combining two sites on the east side of I-35 was generally suppor- <br /> tive. Mr. Zelinka pointed out that as of the first of the year the Council will <br /> have three and possibly four new members. He had also spoken to a member of the <br /> newly formed Junior Chamber of Commerce, but had heard nothing back yet. <br /> The Council had not yet taken a definitive action on the Park Board's recommendation <br /> in reference to meets and bounds except that at present there was a meets and bounds <br /> platting moratorium and they have been told they may be subject to the same ten per- <br /> cent fee as standard platting. There has been no decision on individual plats , that <br /> is, owner lots which they would be building on. The assumption is that they would <br /> also be subject. There was some further discussion on this. As the Park Board's <br /> recommendation stands, the fee would be charged as the building permit goes out, <br /> although in the developer platting process , it is charged up front. Mayor Karth <br /> brought up that this system of charging for park land would be in addition to the <br /> present system, and there might be a problem with using two different forms of <br /> charging. Also, if the entire system were changed to payment at the time of the <br /> building permit application, there might be a problem with actually collecting the <br /> fee, and also a bookkeeping problem (those who had made their park dedication already <br /> on the old system, and others on the new system) .
