Mr. Zelinka will contact <br /> Mr. Locher and request him to have an ordinance change prepared for the next meeting. <br /> Mr. Shaughnessy moved to request the Council to formally reply to the Park Board's <br /> previous recommendation concerning meets and bounds and individual single builders. <br /> Mr. Dean and Mr. McNamara from the Hockey Association were present at the meeting <br /> with a request for the Park Board to explain their plans for the hockey rink at <br /> Sunrise Park. Their major concern at present was that the rink was in need of <br /> repair for it to be used this winter. The necessary repairs were grading the rink <br /> bed, completely replacing the large doors, and replacing some corner posts. The <br /> lighting fixtures, taken from the original two rinks and combined on the one, would <br /> be adequate if they were restrung to run across the rink. A garage had been put up <br /> so they would no longer need to travel back and forth to pick up maintenance equip- <br /> ment. This had been a problem the previous winter. Eighty to ninety hours of work <br /> had been put into the rink last year, with approximately 70 hours in volunteer work. <br /> Don Volk had been paying them for the actual sweeping of the rink and any snowblowing, <br /> as per the agreement. They asked if the Park Board planned to remodel the present <br /> rink, or to tear down both rinks and put up a new one. They felt that even if <br /> repairs were made on the hockey rink for this winter, that something would have to <br /> be done with it after this year. <br /> The original guidelines set up were that the Hockey Association would bring in the <br /> ice and maintain the hockey rink, and the pleasure rink would be maintained by the <br /> City. Recent plans had been to eliminate the one rink, and rebuild the second. <br /> n The Park Board felt they would definately be able to make the repairs on the hockey <br /> rink, but they could not promise any than that at this time. Mr. Karth inquired <br /> as to the possibility of having two good rinks there, and whether they were needed <br /> based on population increases in the area. Mr. Dean indicated that although the <br /> number of participants has not increased that much in the past 3 years--perhaps an <br /> increase of ten--new programs have been added which have increased the number of <br /> people using the rinks. At present, Circle Pines provides and maintains two rinks , <br /> Lexington provides and maintains one rink, Blaine, nothing, Centerville provides <br /> one rink, and Lino Lakes provides one rink and partially maintains it. They def- <br /> inately are short of hockey rinks, and are trying to get the use of Baldwin rink, <br /> just built. Last year the Sunrise Park rink was used an average of 24-28 hours a <br /> week for practice and games and at times up to 32 hours a week. Registration is <br /> normally later in the year, so numbers for this year are not yet known, but will <br /> probably stay much the same, if not a few more. In answer to a question as to how <br /> many children just from Lino Lakes would be using the rinks , they replied that this <br /> is to some extent irrelevant, but that approximately one-third of the child population <br /> in Lino Lakes is in the Centennial School District. The Hockey Association is <br /> divided up under state rules and the Centennial and Forest Lake Hockey Associations <br /> more or less cover the whole of Lino Lakes. <br /> The Board requested that the Hockey Association provide a rooster and some further <br /> information as a basis for the request for a new rink. They will bring this up at <br /> the Hockey Association Board meeting on August 7, and will give the information to <br /> Don Volk as soon as possible. Don Volk is requested to get some estimates on the <br /> cost of a new rink and the cost of the repairs on the old rink by the next Park Board <br /> meeting. Mr. Shaughnessy will also look into the costs of a new rink, particularly <br /> all the details such as dimensions , etc. for a more in-depth look at the possibilities <br /> and costs. It was brought up that if a new rink was critical , it could still be put <br /> in this fall . Because of cost increases , it would be better to build a new one this <br /> year and repair the old one for a few years. Mr. Zelinka suggested the Junior Chamber <br /> of Commerce might be interested in taking part in both the construction and the <br /> financing as a project. <br />
