1� ` l 9? 9 <br /> Tht- regular meeting of the Lino Lakes Recreation and Environmental Commission was called <br /> to order at b:05 P.M. , Monday, April 2, 1979 by Vice Chairman Shaughnessy. Members pre- <br /> ,---,sent: Shaughnessy, Scherer, Foster, Johnson. Members absent: Crouse, Liljedahl and <br /> Cheeseborough. Mr. Zelinka, council liason, Mr. Mobley, Building Official and Mr. Volk <br /> were also present. <br /> Mr. Scherer moved to approve the March 5, 1979 minutes as presented. Mr. Johnson seconded <br /> the motion. Motion declared passed. <br /> Mr. Shaughnessy explained he invited Mr. Mobley this evening because an all season build- <br /> ing will be discussed and Mr. Mobley can best inform this Board of the Building codes <br /> that must be followed. <br /> Mr. Mobley first explained that the building will have to be built uner the jurisdiction <br /> of the State Uniform building Code. The building must be fired rated, have a complete <br /> R Factor work up and the air circulation will be considered per capita. If the building <br /> runs over 3,000 square feet floor space, architectural drawings will be required. These <br /> drawings must be certified. Also the parking area must be immediate accessable to the <br /> building. <br /> The most economical building is rectangle in shape with a gable roof. <br /> Mr. Shaughnessy said he was thinking of a basement, Mr. Mobley said borings would be <br /> required and perc test would be required as well . However, Mr. Mobley said he would not <br /> recommend a full basement next to City Hall . <br /> Mr. Mobley said the very basic costs would be about $41 .00 per square foot not including <br /> ,--,,heating and air conditioning. The costs could reach $60.00 per square feet. <br /> As to the choice of styles Mr. Mobley suggested the Board select a building they have <br /> seen and liked and modify it to meet this Citys needs. Keep •the building simple. <br /> Mr. Shaughnessy asked what size building should this Board look at. Mr. Mobley said <br /> that this depends on how many people would be using the building at one time. <br /> Mr.. Scherer said he had been thinking of a building that would contain office spaces <br /> and possibly a basement that could be rented out for private occassions. <br /> Mr. Zelinka said he had reservations about public buildings being used for family type <br /> gatherings. Sometimes the word "favoritism" crops up in these situations. However, he <br /> did not see any problem with scouts, 4H or other community groups using this facility. <br /> He would encourage a private group such as the VFW or some other service based organization <br /> to build a recreational building for private use. He felt this Board should be committed <br /> to providing sports in this area with a utilitarian building but not be concerned with <br /> providing municipal office space. <br /> Mr. Foster suggested the building could be built to be expandible. Mr. Mobley suggested <br /> the building be built with knock out panels so additions could be added in the future. <br /> The Board asked Mr. Volk and Mr. Mobley to get together and make a rough draft of a <br /> building they would consider adequate for an all season building keeping in mind that <br /> this board has only a limited amount of money to work with and also keeping in mind that <br /> this building might have to be expanded. <br /> Plat - Pine Oaks, Counselor Realty, Inc. <br /> MR. Zelinka introduced two gentlemen who are developing an 80 acre plat on Pine Street. <br /> He explained the City Ordinance which requires 10% of the platted land or its value in <br />
