D , � IT7V <br /> The regular meeting of the Lino Lakes, Recreation and Environmental Commission was called <br /> N DNS* <br /> ___�o order at 8:0U P.M. , esday, October 16, 1978 by Chairman Resch. Members present: <br /> .esch, Scherer, Liljedahl , Foster, Shaughnessy, Johnson, Crouse. Members aosent: None. <br /> Mr. Zelinka, Council liason was also present. <br /> Mr. Resch declared the minutes of September 18, 1978 stand approved as written. <br /> IAr. ZeIinka's Report <br /> Mr. Zelinka reported on the Council actions of October 10, 1978 regarding park matters. <br /> The name "City Hall Park" was selected by the Council for the park located next to City <br /> Hall . The Council authorized the Park Board to purchase a plaque to be hung at Lino School <br /> with the name of the winner of the contest, Dianne Leroux on this plaque. Mr. Zelinka <br /> asked Mrs. Liljedahl to ask Lino School to hang this plaque at school . Mrs. Liljedahl <br /> said the Board will present a trophy to Dianne Lerous as well . <br /> Mrs. Liljedahl expressed the Park Boards gratitude to the Council for their cooperation <br /> in this contest. <br /> Mr. Zelinka informed the Board that Mr. Volk is Iooking for a used small tractor to use <br /> in the parks. <br /> The City Clerk has invested the dedicated Park funds in certificates of deposit at 72% <br /> interest. There was discussion on this interest, will it be retained in the dedicated <br /> funds or put in general funds. <br /> `_'N d Business <br /> Mr. Zelinka explained the Council is looking for a resolution on how the Park Board plans <br /> to spend the dedicated funds. He also noted that the dedeicated land the Park Board re- <br /> ceives also has a base value. Does the Park Board want to include the value of this <br /> land when phrasing their resolution? <br /> Mr. Shaughnessy felt the dedicated monies should be kept separate from the dedicated park <br /> land. The land value should not be used in any calculation. <br /> Mr. Johnson felt Park land needs upkeep no matter how the land was obtained. This should <br /> be considered when detemining a formula for using the dedicated funds. <br /> Mr. Resch raised the question of whether or not donated land can be sold or traded. Mr. <br /> Zelinka said land can be sold or traded when formulating an over all City Park Plan. <br /> Mr. Zelinka suggested that a committee be formed to phrase a resolution as requested by <br /> the Council . This committee could bring the resolution back to the Park Baord for further <br /> altering and acceptance. <br /> Mr. Shaughnessy asked exactly what the Board was talking about when they said capital <br /> improvements. iAr. Zelinka said buildings and major equipment designed for park usage <br /> only. <br /> Mr. Zelinka said he felt this resolution should encompass all park lands as well as cash <br /> lieu of land. <br /> /Ir. Foster, Mr. Crouse and Mr. Shaughnessy will meet prior to the November 15, 1978 Park <br /> Board meeting to draft a resolution regarding dedicated park land and monies and bring <br />
