Mr. Zelinka said he would <br /> '­``ake a list of ideas that could be included in the resolution. <br /> There was discussion on the problem of the Park Board meeting on the 3rd Monday of each <br /> month and the Council Liason being unable to report Park board action to the Council un- <br /> til the tad Monday of the following month. Mr. Scherer suggested that the Park Board meet <br /> on the first Monday of the month. Mr. Zelinka said this could be done. <br /> Mr. Resch said the Council is looking for a motion from the Park Board for the City to <br /> use from $4,000 to b6,000 of the Park dedicated funds in the construction of a warming <br /> house in the new public works building. He asked if there were any construction plans. <br /> Mr. Zelinka said he had seen a rough draft but not any final plans. He described the rough <br /> draft. <br /> Mr. Zelinka said he had received some static from the Council regarding the idea of re- <br /> quiring this money to be returned to the Park dedicated funds when the area is no longer <br /> used as a warming house. Mrs. Liljedahl felt the warming house would have to be used about <br /> 10 years if the Park were to get its moneys worth . <br /> Mr. Crouse also noted that it would probably not take a whole lot more than this amount <br /> to build an independent warmeing house structure at this time. In 5 or 10 years the money <br /> needed to build a warming house may double. Why shouldn 't this Board look at building a <br /> separate warming house now. Mr. Zelinka explained that there still is not a set plan as <br /> to where this warming house will be located and also is there a need for this expense at <br /> this time? Mr. Crouse asked are wer planning for one year, five years, ten years? Mr. <br /> Zelinka felt the warming house in the public works building should be satisfactory for <br /> bout 10 years. <br /> Mr. Shaughnessy moved to recommend the Council use $4,000 to $6,000 of the dedicated park <br /> ,nonies to construct a warming house in the new public works building with the understand- <br /> ing that the monies be returned to the dedicated funds at the time the area is no longer <br /> used for park purposes. Mr. Crouse seconded the motion. Motion declared passed. <br /> Plat - Caroles Estates II <br /> The Caroles Estates II plat was reviewed. Mrs. Lil.gdahl moved to recommend that money in <br /> lieu of land be accepted. Mr. Shaughnessy seconded the motion. Motion declared passed. <br /> Plat - Ulmers Rice Lake Addition III <br /> The plat of Ulmers Rice Lake Addition III was considered. Mr. Foster moved to recommend <br /> that money in lieu of land be accepted. Mr. Johnson seconded the motion. Motion declared <br /> passed. <br /> Other Business <br /> Mr. Scherer questioned at what point does the City receive the cash donation from the <br /> developers. Mr. Zelinka explained before the plat hard shells are signed and recored <br /> with the County. <br /> Mr. Shaughnessy asked what happened to the question of each new dwelling be required to <br /> contribute .money to parks. Mr. Zelinka explained that upon the advice of the City Attorney <br /> e City Council rescinded their motion and dropped the matter. There has been no enabl- <br /> ng legislation passed by the State Legislature to allow this practice and the City Could <br /> end up in some law suits. Mr. Zelinka said he could bring it up again to Council . <br /> After further discussion Mr. Scherer moved to have Mr. Zelinka bring the matter of individual <br />
