Page -2- September 18, 1978 <br /> ^Mr. Shackle asked about the storage of equipment since the barn was torn down. Mr. Volk <br /> :xplained the tractor will have to be transported from City Hall . There are plans for <br /> building a one or one and a half car garage near the warming house but he did not know if <br /> it would be done this year. <br /> Mr. Shackle said he would tell the Hockey Association that there will be one hockey rink <br /> and one pleasure rink available and the equipment will also be available. <br /> Mr. Volk asked what happened to the idea of obtaining some assistance from Blaine since <br /> many park users are from Blaine. This should be followed up. <br /> Mr. Zelinka told the Board that the Council is looking for a overall City Park Plan. Mr. <br /> Volk asked if the Board could go back to the University of Minnesota for some studen help <br /> in preparing this plan. Mrs. Liljedahl said she could find out. Mr. Zelinka said that <br /> the Board would have better success getting the projects completed now if the Council knew <br /> what the overall City plan was. <br /> Mr. Volk presented his proposed Park budget for Park operation and maintenance. He explained <br /> each portion of the budget. <br /> Mr. Volk said he could have a one or one and one half car garage moved in and completed at <br /> Sunrise Park for about $500.00#. The Board felt this was an excellent price. Mr. Crouse <br /> moved to have Mr. Volk determine the finished price for a garage and if it is under $1 ,000 <br /> recommend to the Council that it be installed with the coney coming from dedicated funds. <br /> Mr. Foster seconded the Motion. Motion declared passed. <br /> ^Nr. Volk suggested that the Clerk give each Board member a copy of the cash flow so the <br /> 3oard is aware of the money needed for the operation and upkeep of the parks. <br /> Mr. Zelinka said the Council is concerned that the dedicated park funds will be nickeled <br /> and dimed away. A comprehensive park plan will help alleviate this concern. <br /> Mr. Crouse moved to include on the October 16, 1978 agenda an item to try and set aside a <br /> certain percentage from dedicated funds and phrase a resolution for the purchase of land <br /> or other-general capital improvements. The second agenda item is a motion to recommend <br /> to the Council the use of $4,000 to $6,000 of Park dedicated funds for construction of a <br /> warming house in the new public works building with the understanding that when the area <br /> is no longer used as park area, the money will be returned to the Park dedicated funds. <br /> Mr. Johnson seconded the motion. Motion declared passed. <br /> Mr. Liljedahl asked Mr. Volk if construction at City Hall is being done according to the <br /> plan set by the Park Board. Mr. Volk said there has been a deviation in regards to the <br /> parking lot and the new building will be located differently than planned. <br /> Mr. Volk noted that by the way the City is developing a full time park man will be needed <br /> by 1980. <br /> Mr. Zelinka said he had told several of the Councilmen of the Park Board choice of the <br /> gravel pit on 20th Avenue for an east side area park. Mr. Zelinka said there was some <br /> opposition to the site but felt it would be relatively inexpensive to make it a use park <br /> and would be a good foil to present to Metro Open Space. <br /> r. Zelinka suggested some improvements for the 1979 budget: 7th Avenue Park, $1 ,000 app- <br /> roximately, bleachers in Lino Park, tot lot at City Hall , $400 to $500, bleachers addition <br /> in Sunrise Park. <br />
