April 17, 1978 <br /> ^.The regular meeting of the Lino Lakes Park, Recreation and Environmental Commission was callec <br /> to order at 8:00 P.M. , April 17, 1978 by Chairman Resch. Members present: Resch, Foster, <br /> Liljedahl , Scherer, Shaughnessy and Johnson. Members absent: Crouse. Mr. Zelinka, Council <br /> liason and Mr. Volk, Public Works Supervisor were also present. <br /> Mr. Scherer moved to approve the minutes of the March 20, 1978 meeting. Mr. Foster seconded <br /> the motion. Motion declared passed. <br /> Mr. Zelinka explained to the Board that the City Attorney is currently obtaining an opinion <br /> from the Attorney General regarding the Council action to require each new housing unit to <br /> contrubte $150.00 toward park improvement and maintenance. This system is currently being <br /> employed in other townships and municipalities, however, the Legislature has not enacted <br /> legislation to cover this procedure. <br /> Ballfields - Sunrise Park <br /> Mr. Resch asked the Gentlemen in the audience to state the reason for their appearance at <br /> the Park Board. Mr. Sarner explained that there is a conflict with the use of the softball <br /> fields at Sunrise Park. He belongs to a beer ball league and they play all their games at <br /> Sunrise Park. However, there is another team who uses the fields for practice only and play <br /> in the Moundsview womens league. <br /> Mrs. Liljedahl suggested that the team who is practicing only could use the area in the S.W. <br /> corner for practice and bring their own bases. <br /> n Mr. Foster felt the fields should be given priorty to games. This is how other communities <br /> use their fields. <br /> Mr. Shaughnessy asked who was in charge of scheduling the fields. He was told it was on a <br /> first come, first served basis and a phone call to the City office was all that was needed. <br /> After further discussion, Mrs. Liljedahl moved to require that scheduled games take priorty <br /> over practice time for field use and schedules should be submitted to the Park Board by the <br /> third Monday in March. Mr. Foster seconded the motion. Motion declared passed. <br /> Mr. Volk was asked to inform Mr. Hagen of this procedure. <br /> Mr. Sarner asked about insurance requirements at the ballfields if a tournament is conducted. <br /> Mrs. Anderson will check with the City insurance carrier about this situation. <br /> Mr. Volk told the Board he plans to switch two ballfields at Sunrise Park as far as its use <br /> is concerned. He plans to make the two fields on the south soft ball fields and the northern <br /> fields little league fields. He said he would make the changes at the time the ag lime <br /> arrives. The work would involve about four hours time. <br /> Mrs. Liljedahl moved to have Mr. Volk change the ballfields at Sunrise Park so that the two <br /> south ballfields will be used for softball and the the two northern fields for little league. <br /> Mr. Shaughnessy seconded the motion. Motion declared passed. <br /> Mr. Volk said the backstop at the southwest field is in need of repair and could be danger- <br /> ous. Mrs. Liljedahl moved to have Mr. Volk determine the cost of repair to the backstop <br /> Viand if the cost is reasonable aske the Council at their April 24, 1978 meeting for approval <br /> to repair it. Mr. Shaughnessy seconded the motion. Motion declared passed. <br /> The parking situation at the south ballfields at Sunrise Park was discussed. Mr. Volk <br /> gave some suggestions as to how this situation could be helped. No action was taken. <br />
