August 15, 1977
ne regular meeting of the Lino Lakes Park Recreation and Environmental Commission was call-
ed to order at 8:00 P.M. on August 15, 1977 by Chairman Resch. Members present: Resch,
Ringaman, Liljedahl , Olson and Gredvig. Members absent: Averbeck, Scherer. Mr. Schneider
Council liason and Mr. Volk were also present.
Mr. Ringaman moved to accept the minutes of July 18, 1977 as presented. Mr. Olson seconded
the motion. Motion carried unanimously.
Mr. Schneider's Report - Council meeting of July 25, 1977
Mr. Schneider stated he had moved to direct Mr. Gotwald to investigate the possibility of
exchanging the lot owned by the City on LaMotte Drive for a lot without frontage.
Mr. Schneider visited Mrs. La Fond who was not aware of the street easement along her prop-
erty. A third bid is necessary for the repair of the barn at Sunrise Park. Mrs. Billik
has turned her key to the facilities at Sunrise Park in to Mr. Cape. This creates a prob-
lem with her residency there. Mr. Zelinka will contact her.
At the budget hearing on August 11 , 1977 Mr. McLean requested .signs designating each park
be included in the budget. Mr. Volk is checking the cost of these signs.
Mr. Ringaman noted that the County Park system had requested drawings of our propsed bike-
ways so that they can include them in the County bike way system which eventually will
tie into the Metro bikeway system.
. Volk explained his estimate of $5,255.80 for the repair of the hockey rinks at Sunrise
nark. He felt repairing the rinks was a waste of time and money. The money could go a
long way toward the purchase of one new rink.
Mr. Volk also noted that the rinks were sprayed with a sterilant today to prevent vegetation.
Mr. Ringaman said that the Board had promised major repair work in exchange for rink maint-
enance from the Hockey Assn. However, at this time the budget has only enough money to
upgrade the lighting system.
Mr. Gredvig said it was obvious that two rinks double the cost of all maintenance and felt
it would be beneficial to build one good rink. Mr. Ringaman said that the Assn. members
he talked to felt one good rink would be adequate.
Mr. Resch suggested ringing the inside of one rink with 4" plywood 2' up from the ground.
He felt the electricity upgrading was a necessity.
After further discussion Mr. Gredvig said that there is no way anything further can be done
unless the City Council appropriates additional monies.
Mr. Gredvig moved to recommend to the Council that they appropriate funds for one new
hockey rink at Sunrise Park to replace the two that are there and or repair the south rink
to last at least two to three years and upgrade the electrical system to State code and
grade the base. Mr. Ringaman seconded the motion. Motion carried unanimously.
. Volk was asked to get an estimate on repairing the south rink and the electricity and
,,-ading and another estimate for building an entire new rink. He will have these estimates
for the August 18, 1977 budget meeting.
Budget
