Page -3- November 15, 1976 <br /> Mr. Scherer explained his daughter is attending school in Mankato and she did this <br /> type of planning for Hopkins and Hopkins did not pay the students for time or expenses. <br /> He felt since the University students are using this as a school project they should <br /> not be paid for their time. <br /> Mr. Schneider suggested inviting the students to the next Park meeting and giving <br /> each Council member a copy of the letter they sent to Mr. Resch. <br /> Mr. Gredvig moved that the University girls be asked to attend the next Park meeting <br /> to further describe their project. Mr. Hanson seconded the motion. Motion carried. <br /> Mr. Resch asked Mrs. Anderson to contact the students. <br /> Mr. Schneiders Report <br /> A second bid is needed for repair of the storage barn at Sunrise Park since the total <br /> cost will be over $500.00. Mr. Mobley is preparing specification for another bid. <br /> The Pleasure rink will be surveyed and graded later this week. <br /> The warming house trailer will be checked further by Mrs. Anderson and Mr. Volk. <br /> Sunset Oaks <br /> There are three proposed parks for this plat. The Planning and Zoning Board had re- <br /> commended they be small neighborhood parks. Also the total area to be developedinto <br /> parks is not 10% of the total development. The Council would like a recommendation <br /> fromthe Park Commission as to use and specification of equipment. <br /> After discussion Mr. Gredvig moved to recommend to the Council that the three parks <br /> offered by Sunset Oaks be accepted as per Ordinance #21B on the condition that the <br /> market value of 10% of the acreage as assessed by the assessor be put towards develop- <br /> ment of the parks and that any amount over and above the acreage proposed for parks <br /> be dedicated to the development and equipment of these parks. That the developer of <br /> the parks submit his plan for equipment and facilities to the Park Commission for <br /> their approval before work is to start. At such time of development when 4 of the <br /> proposed homesites are completed one park shall be complete, when 2 of the homesites <br /> are completed two parks will be completed and 3/4 of the homesites are completed all <br /> three parks will be completed. It is also recommended that two parks be developed <br /> as tot lots and the third, the most northerly and largest park be developed with <br /> a baseball field. Mrs. Liljedahl seconded the motion. The motion carried with Mr. <br /> Scherer voting, No. <br /> Attendance <br /> Mr. Schneider asked the Park Commission to submit their feelings and suggestions <br /> on getting better attendance and more effecti;te meetings. <br /> Mr. Scherer felt it was frustrating to try to suggest improvements when .there is no <br /> financing. <br /> Mr. Resch suggested each member call the office when he cannot be at the meeting and <br /> thus can avoid the 'no quorum' situation. <br /> Mr. Gredvig felt the meetings take to long.
