Page -2- November 15, 1976 <br /> n <br /> of overlooked because of the cost of renting satelites. <br /> Mr. Smothers said the Athletic Assn. has set up its own schedule for use of the rinks. <br /> They have also set up rules for use of the pleasure rinks to keep the rink under <br /> control . Mr. Smothers will submit the Associations proposed rules for the pleasure <br /> rink to the Park Commission for their approval . <br /> Location of the warming house keys was discussed. Mr. Smothers said the Recreation <br /> Association will place a key at one of the local businesses and the key will be <br /> checked out each time its used. <br /> The Commission thanked Mr. Smothers and Mrs. Thiel for coming this evening. <br /> Mr. Schneider asked for clarification about the pleasure rink at Sunrise Park. Is <br /> the hockey assn. responsible for the use of the pleasure rink too? He was told Mrs. <br /> Billik keeps the keys to the warming house and she opens it when needed. He felt <br /> someone from the Park Commission should visit her and co-ordinate the responsibilities <br /> of the rinks and warming house. Mr. Ringaman said he would talk to her and see what <br /> can be done. <br /> City Hall Park - University Planning <br /> Mrs. Anderson read a letter from Jolly Roberts and Susan Spain to Mr. Resch regard- <br /> ing the planning of City Hall Park by these two University students. <br /> Mr. Resch questioned the cost of the planning as proposed in their letter. He felt <br /> we did need a complete plan if the City is going to try to obtain Federal grants for <br /> Park use. Mrs. Liljedahl pointed out that the Council will not approve improvements <br /> unless there is a total plan. <br /> Mr. Ringaman said he would like to know what is budgeted for Parks for 1977. Mr. <br /> Schneider explained the budget to him. He also explained that there is going to <br /> be additional monies received by the Parks from some of the area developers. <br /> Mrs. Liljedahl asked if the Park Commission could use some money budgeted for the <br /> parking lot to pay for the University Planning. <br /> There was discussion on how park -Jasd is allocated by the developer. Mr. Scherer <br /> felt that we do not need any more park land but money to improve the parks we now have. <br /> Mr. Ringaman suggested taking the land set aside for each development and holding the <br /> land until the time when the development is completed and then selling the land at <br /> the developed value. This would give the City time to determine if the land is needed <br /> for purposed parks according to the density of the population. <br /> Mr. Schneider felt the City could be taking on too much land. <br /> Mr. Hanson asked if the Open Space program would overlap with some of the plans pro- <br /> posed by the University students. Mr. Schneider suggested asking Mr. McLean or a <br /> Planning and Zoning member to attend the next Park meeting to discuss the Open Space <br /> Program and see if the Planning and Zoning Board is including park land in their over- <br /> all planning. <br /> Mr. Gredvig suggested that the Park Commission could plan the City Hall Park themselves. <br /> Mrs. Liljedahl wondered if the Council would find these plans acceptable. <br />
