August 19, 1974 <br /> The regular meeting of the Lino Lakes Park, Recreational and Enviornmental <br /> Commission was called to order at 8:05 P.M. by Vice-Chairman Clausen. <br /> Members present; LeTourneau, Brisson, Resch, Kent. Absent; McGeary, <br /> Kendall . Mr. McLean was also present. <br /> Mrs. Brisson moved tp approve the minutes of July 15, 1974 as written. <br /> Seconded by Mrs. LeTourneau. Motion carried. <br /> Discussion of the long range plans for Park facilities and needs as to <br /> budgetary figures gave the Board some indication of what would be needed <br /> in the coming year for funding. Mrs. LeTourneau had contacted the Depart <br /> ment of Natural Resources in connection with a planned bike trail en- <br /> compassing the seven county metro area. Mrs. LeTourneau had Invited <br /> Mr. John Lilly, who is working with the coordinantion of this program <br /> to be at this meeting this evening. <br /> Mr. Lilly gave the Board some background Information on what this program <br /> Is trying to do and how this is being accomplished. There has been several <br /> meetings with different communities in connection with this plan. The <br /> general idea is tc build a circular bike trail around the seven county <br /> 10001.1 area with bisecting North/South and East/West corridors. His department <br /> Is merely a coordinating body. The control of this trail system will b.-- <br /> left to the local governing powers. <br /> H6 is gathering information as to the plans of local communities I-n order <br /> +o present a budget to the Legislature in hopes of receiving funding for <br /> the construction of this system. <br /> The cost of construction of these bike trails was discussed. Mr. Lilly <br /> said the estimates vary fro 8 to 50 thousand per mile, depending on the <br /> .;idth and the make of the area to be crossed. <br /> Mr. McLean asked, if once this system is constructed, would it then be <br /> turned over to the Metro. Mr. Lilly said this system, when built, would <br /> be controlled and maintained by the local mnnicipalitles. <br /> Mrs. LeTourneau asked of this trail system is to be used for Just bikes <br /> or is It to be used for snowmobiles also. She was concerned about the <br /> possible use by cross country skiers. This use would be incompatable <br /> with snowmobiles. <br /> Mr. Lilly said the use is up to the local governing body. if this is to <br /> be a trail for passive use, then the baring of snowmobiles would be a <br /> local thing. He did suggest that the possibility of damage by the snow- <br /> mobiles to the trail surfaces should be considered. <br /> Mr. Lilly had brought a map that the,•potential trails for this area could <br /> be outlined on. Mrs. LeTourneau, Mrs. Brisson and Mr. Lilly continued <br /> their discussion In the small conference roam In order for the normal <br /> business of the Board to continue. <br />
