MEMORANDUM <br /> TO: All Park Board Members <br /> FROM: Marty Asleson <br /> DATE: October 30, 1992 <br /> SUBJECT: Living Waters Lutheran Church Proposal <br /> Please find attached a copy of the proposal for Park Trail <br /> Dedication from Living Waters Lutheran Church. This subdivision is <br /> on the northwest side of the "S" curve on Birch Street. (Please see <br /> the accompanying sketch map with statistical information) . Our park <br /> dedication ordinance for subdivisions addresses residential, <br /> commercial and industrial requirements. This subdivision is zoned <br /> r� R-1 (single family residential) with a conditional use. <br /> I consulted with Bob Kirmis of Northwest Consultants (the city <br /> planning consultants) to give me an opinion on this issue. As it <br /> points out, there are no exclusionary clauses to the subdivision <br /> ordinance. Our park dedication ordinance does not however, <br /> necessarily include churches for requirements. Bob points out that <br /> the park board should consider amending the ordinance to reference <br /> this. <br /> We have completed a sampling phone survey of other cities and how <br /> they treat this issue. Please refer to the attached memo from <br /> Carole Kohler. I believe that the church proposal has merit and <br /> follows our comprehensive plan. Note that there was no dedication <br /> taken for other churches in the city. However, for example, <br /> Gethsemene Methodist Church owned the parcel that they built on, so <br /> there was no subdivision. <br /> Please give me a call if you have further questions. <br />
