Four of them, Cottage <br /> Grove, Inver Grove Heights, North St. Paul and Rosemount reported <br /> that they consider churches exempt from dedication. Brooklyn Park <br /> ^ considers churches to be commercial development and require a fee <br /> based upon their commercial formula, and Stillwater looks at <br /> churches as an institution which is addressed in the commercial <br /> part of their dedication requirements. <br />
