Wayne Kendrick, Pastor <br /> October 27, 1992 <br /> To: Lino Lakes Park Board <br /> Re: Review of Site Plan and Park Dedication <br /> Dear Members of the Park Board, <br /> Living Waters Lutheran Church would like to request review of its Preliminary Site <br /> Plan for the property that it is intending to purchase once it has been assured that it <br /> can build on that property. <br /> Because of the press of time,the transportation trail was shown by the architect <br /> only on the north side of the protected wetland that is adjacent to Birch Street. It is <br /> the intention of the congregation to comply with the Master Plan for Transportation <br /> Trails by building the trail along the entire frontage of Birch Street. We do not <br /> intend to petition for moving the protected wetland so that the trail could run parallel <br /> to the street for the entire distance of the congregation's property. (We hope to be <br /> able to break ground next spring and do not want to face protracted hearings with <br /> Rice Crock Watershed District and the Corps of Engineers. You will also see that <br /> the buildable property on the site is tight,and we do not wish to lose any.) The <br /> "Let City could petition for moving the wetland,however,if it so chose. <br /> justice <br /> roll We have discussed Park Dedication with City Staff. If it is determined that we <br /> down must make a Park Dedication,we would request an alternate dedication to the cash <br /> like payment of ten percent of the purchase price of the property. That alternate <br /> waters." dedication would be the transportation trail and our willingness to assist in the <br /> Amos 5:24 construction of a recreational trail,following the old fur trappers'trail along the lake <br /> shore and linked to the County Park to the west. We make these points for an <br /> alternate dedication: <br /> 1. We are a non-profit organization. <br /> 2. The$10,000 dedication would be a severe handicap and might prevent <br /> building in 1993. <br /> 3. Gethsemane Methodist Church was not asked to make a Park Dedication <br /> when it built in 1991. <br /> 4. A recreational trail following the fur trappers'trail would be historic and <br /> provide a nice link to the County Park and to the trails behind Rice Lake <br /> Elementary School. <br /> A representative of the congregation will be present at the Park Board meeting on <br /> November 2. <br /> Jesus said,"If you thirst,come to me and drink. <br /> Out of the hearts of believers shall flow rivers of living waters."
