CITY OF LINO LAKES <br /> PARK BOARD MEETING <br /> MONDAY, NOVEMBER 7, 1994 <br /> and II at this time, the development as a whole must be <br /> considered for overall park trail needs. Phasing will occur as <br /> it relates to the cities direction for controlled development. <br /> Marty included a number of enclosures that were relevant to the <br /> consideration of this area for park and trail dedication. Figure <br /> 6 .3 from the Comprehensive Plan depicts the original park and <br /> trail needs from a planning stand point. The N-15 park area is a <br /> 10.0 acre site that is centrally located within this service <br /> area. The need to centrally locate this park area arises from <br /> the generally accepted service radiuses of neighborhood park <br /> areas to residents that would use the facility. There is usually <br /> a service radius of about 1/2 mile. The development extends <br /> beyond the original boundaries as depicted in figure 6 .3 . The <br /> north/south orientation extends for approximately 1.5 miles. <br /> There is a continuing concern for balancing land use issues in <br /> relation to environmental concerns such as wetlands. For this <br /> reason the developer has proposed a larger park area on the north <br /> side of the development, with strategically placed mini parks <br /> located to the south with trail linkages. <br /> Marty stated that he and Jeff Schoenbauer reviewed the plan and <br /> this concept should adequately serve the needs for the overall <br /> development scheme. A copy of the developers proposal and <br /> breakout of the land areas and proposed park dedication were <br /> included in the members packets. <br /> Marty stated for Phase I and II, we would take the land <br /> dedication and any additional amount owed in cash. We would then <br /> release this cash as needed as additional land is dedicated. <br /> The trail corridor adequately accomplishes the goals of the <br /> Comprehensive plan. Marty pointed out that all the trail <br /> corridors were indicated by the blue lines on the color' coded <br /> maps. <br /> Marty asked the board to refer to the color coded maps and the <br /> larger concept for Phase I and II. For Phase I and II the board <br /> should consider the acceptance of a peninsula of land on the east <br /> side of the development, and a triangular piece of land on the <br /> western side. This portion has the trail passing through it. <br /> Marty pointed out the eastern consideration has an exception <br /> passing through it. The developer has indicated that he would <br /> negotiate a realignment with the property owner. This is <br /> important from a design, privacy, and safety consideration. <br /> 2 <br />
