CITY OF LINO LAKES PARK BOARD MEETING MONDAY, NOVEMBER 7, 1994 and II at this time, the development as a whole must be considered for overall park trail needs. Phasing will occur as it relates to the cities direction for controlled development. Marty included a number of enclosures that were relevant to the consideration of this area for park and trail dedication. Figure 6 .3 from the Comprehensive Plan depicts the original park and trail needs from a planning stand point. The N-15 park area is a 10.0 acre site that is centrally located within this service area. The need to centrally locate this park area arises from the generally accepted service radiuses of neighborhood park areas to residents that would use the facility. There is usually a service radius of about 1/2 mile. The development extends beyond the original boundaries as depicted in figure 6 .3 . The north/south orientation extends for approximately 1.5 miles. There is a continuing concern for balancing land use issues in relation to environmental concerns such as wetlands. For this reason the developer has proposed a larger park area on the north side of the development, with strategically placed mini parks located to the south with trail linkages. Marty stated that he and Jeff Schoenbauer reviewed the plan and this concept should adequately serve the needs for the overall development scheme. A copy of the developers proposal and breakout of the land areas and proposed park dedication were included in the members packets. Marty stated for Phase I and II, we would take the land dedication and any additional amount owed in cash. We would then release this cash as needed as additional land is dedicated. The trail corridor adequately accomplishes the goals of the Comprehensive plan. Marty pointed out that all the trail corridors were indicated by the blue lines on the color' coded maps. Marty asked the board to refer to the color coded maps and the larger concept for Phase I and II. For Phase I and II the board should consider the acceptance of a peninsula of land on the east side of the development, and a triangular piece of land on the western side. This portion has the trail passing through it. Marty pointed out the eastern consideration has an exception passing through it. The developer has indicated that he would negotiate a realignment with the property owner. This is important from a design, privacy, and safety consideration. 2
