CITY OF LINO LAKES <br /> PARK BOARD MEETING <br /> MONDAY, NOVEMBER 7, 1994 <br /> He continued by saying if the board looked at this concept in an <br /> overall vision, and park acreage need concern, the larger area on <br /> the north side of the development is about 19 or 20 acres giving <br /> this area a large open space for recreation. Since the developer <br /> does not control this land yet, he has indicated that he would <br /> write into the agreement assurances of a land dedication in an <br /> area that he does now own in the area indicated as Phase V, and <br /> highlighted by the green cross-hatch in Exhibit D of the concept <br /> plan. This area would be a 10 acre parcel in size. Marty said <br /> this was obviously not the best scenario for anyone. <br /> Marty included a copy of the planning report for the public <br /> hearing concerning Clearwater Creek. The report basically covers <br /> Phases I and II as it refers to park dedication. He noted that <br /> the proposed dedication is for 36.13 acres. This figure reflects <br /> park acreage including wetlands. Thus, this figure would now be <br /> different. <br /> He asked the members to refer to the break-out sheet of land <br /> percentages and formal proposal cover page submitted by the <br /> developer. For Phase I, the developable upland area is 77 .2 <br /> acres. The 10 percent park land dedication would equal 7.7 <br /> acres, in an area of 153 lots zoned R-1 (single family) with a <br /> density of . 9 lots per acre for Phase I, and 2 .4 lots per acre <br /> for Phase II. The developer has indicated in his cover letter <br /> that he wishes to meet park dedication on a per phase basis using <br /> a system of banking and credits. Should the land dedication of <br /> one of the phases fall below the park dedication requirements of <br /> the phase being considered, the developer would submit a cash <br /> dedication to be released upon further dedication. <br /> Marty continued by saying the overall proposed park dedication of <br /> the developer exceeds the land dedication requirements of the <br /> project as a whole. Referring to the break-out sheet, the total <br /> buildable upland of the project is 195 .8 acres, with a total land <br /> dedication of 40 .6 acres. The large area to the north is the <br /> largest share of this, totaling 24 .5 acres. This area is <br /> considered floodplain, however, city code and our surface water <br /> management plan allows for the use and development of floodplain <br /> as park. In overall dedication, the developer wishes to exceed <br /> his required park dedication needs. <br /> Marty recommended the Park Board accept the park dedication for <br /> Phases I and II land and trails based on the overall concerns for <br /> this development. The recommendation includes banking, credits, <br /> and cash assurances. Further should the land area to the north <br /> not be developed, the developer would give written assurances of <br /> 3 <br />
