November 16, 1994 <br /> Ms. Cathy Rickert <br /> 232 County Road J East <br /> Hugo, Minnesota 55038 <br /> Dear Ms. Rickert <br /> This letter is to answer your questions, as presented in your <br /> letter dated November 8, 1994. These questions concern the <br /> Proposed Recreation Complex on County Road J and Holly Drive. <br /> Question 1 <br /> Being that the property is surrounded by wetlands will there be <br /> an environmental impact statement required? <br /> We have checked with the Environmental Quality Board and there <br /> would be no need for an environmental impact statement needed <br /> unless our masterplan (which has not been developed yet) would <br /> impact DNR protected wetland of one acre or less. We have been <br /> advised by our engineering consultants that there would be no <br /> impact to the wetlands by drainage from the proposed recreation <br /> complex. <br /> Question 2 <br /> Since our water tables are high, if you fill in some of this <br /> land, how will you effect the drainage of the properties nearby? <br /> As of yet the specific drainage issues have not been addressed. <br /> We are still in the feasibility portion of this land acquisition <br /> issue. However, our consulting engineer for surface water <br /> management planning indicated that runoff impacts would not <br /> increase over existing conditions, and may be less as the result <br /> of the type of crop or vegetation planted on this land. <br /> Question 3 <br /> Will there be a report on file so that the public can review how <br /> this land will be developed. <br /> All information concerning this park proposal is open information <br /> to the public and accessible at the Parks and Recreation offices <br />
