n <br /> AGENDA ITEM <br /> STAFF ORIGINATOR: Marty Asleson <br /> DATE: September 27, 1994 <br /> TOPIC: Marshan Lake Townhomes <br /> BACKGROUND <br /> The Shores of Marshan Townhomes is a 29.9 acre with 23.9 acres <br /> above the wetlands (buildable) devevelopment bounded by Aqua Lane <br /> to the South, Lake Drive to the West, Marshan Lake to the East, and <br /> The Shores of Marshan Lake to the North. There is a proposed 1.6 <br /> acre General Business zone on the South West corner of this <br /> development. The area is zoned R - 4, with 18 buildings, 12 <br /> townhomes per building for a total of 216 townhome units, or 9.04 <br /> units per acre. <br /> The Shores of Marshan Lake Park area M - 2, is projected to have a <br /> total park area need of 5 acres. The Shores of Marshan Lake <br /> Development resulted in a 1.9 -acre park dedication. The Shores of <br /> Marshan Lake Townhomes would add another 3.8 acres of contiguous <br /> park acreage for a total of 5.7 acres. This satisfies our need for <br /> park land in this area according to our Comprehensive Plan. <br /> The remauinig Part of trail segment no. 18 south to Aqua Lane would <br /> be completed as part of this project as well as a trail link to the <br /> adjoining presently dedicated land. The trail link addition to the <br /> south creates an access to the regional park via Aqua Lane. <br /> Referring to the attached development proposal, the proposed park <br /> area constitutes 15.8% of the high land area on the site. As part <br /> of the development requirements from the land use standpoint, the <br /> park and trail dedication should be free of wetlands and the land <br /> joining the presently dedicated park area graded to the an <br /> acceptable matching elevation. The wetlands have been delineated <br /> in this proposal and the trails free of encroachment. Please see <br /> the enclosed letters from the wetland authorities verifying the <br /> wetland delineation in relationship to the plat drawing. Also as <br /> a condition of this dedication the developer should be responsible <br /> for all back-slopping of trails and sodded or seeded as determined <br /> appropriate by the City of Lino Lakes. <br /> According to our Park Dedication Ordinance, a development with a <br />
