Recommendation
The proposed subdivision will open a new area of Lino Lakes up for
development . The successful development of the residential plat
will offer the City the opportunity to provide municipal utilities
to the I-35/County Road 14 interchange area opening areas of
commercial and industrial zoning up for economic development. This
prospect is keeping with the Lino Lakes 1990 Comprehensive Plan
amendment, the position set forth in the Lino Lakes/Centerville
annexation dispute, and the economic development objectives of the
City.
In preparing for this new development opportunity, the City has
undertaken the following studies:
TDKA: Area Wide Utility Feasibility Study
SEH: The Otter Lake Improvement and Alignment
OSM: In cooperation with the City of Hugo, the City is
participating in an area Storm Water Management
Study
These studies are anticipated to be completed in the near future.
Without this information, we believe that consideration of the
rezoning and preliminary plat is premature. We would recommend
continuing the public hearing on Gor-em L.L. - Corporation' s
development application until the City has received the
aforementioned studies to be reviewed in conjunction with the plat.
The following comments are offered in regard to the preliminary
plat design:
1 . The following double frontage lots are reconfigured to provide
not less than 145 feet of depth:
Block 1, Lots 1-.6
Block 7, Lot 1
2 . Submission of a landscape plan will be required to illustrate
the screening of lots that about either Otter Lake Road or
Cedar Street .
3 . The following precautions are taken in the event that adjacent
southerly development does not occur in the immediate future.
a. Those lots west of Street A which receive access from
Street E be excluded from the subject plat at this time
and be developed as a future phase in conjunction with
future southerly development.
b. Provision is made to provide a possible Street E loop
11-N within the boundaries of the subject site.
2
