4. A temporary cul-de-sac is provided at the southern terminus of <br /> Street A. <br /> 5 . The City Engineer provide comment/recommendation in regard to <br /> street width requirements. <br /> 6. An access permit is obtained from Anoka County Highway to <br /> accommodate the proposed County Road 89 access. <br /> 7. The submitted grading and drainage plan is subject to review <br /> and approval by the City Engineer. <br /> 8 . The submitted utility plan is subject to review and approval <br /> by the City Engineer. <br /> 9 . The Park Board provide recommendation in regard to park and <br /> trail dedication.. <br /> 10 . All wetlands are delineated by a person recognized as <br /> qualified to the DNR or Army Corps of Engineers. <br /> 11. All wetland related recommendations offered by the Army Corps <br /> of Engineers, Rice Creek Watershed District, and City Engineer <br /> are satisfactorily met. <br /> .-� 12 . If the subject development is to occur in phases, a phasing <br /> plan is submitted. Such plan shall be subject to City <br /> approval . <br /> 13 . Comments from other City staff. <br /> •ISSUES ANALYSIS <br /> Rezoning <br /> As noted previously, a rezoning of the subject site from R, Rural <br /> to R-1, Single Family Residential is necessary. <br /> Judgement Criteria. In review of rezoning requests, the Planning <br /> Commission and City Council should consider its possible adverse <br /> effects. Judgement should be based upon, but not limited to, the <br /> following factors : <br /> a. The proposed action has been considered in relation to the <br /> specific policies and provisions of and has been found to be <br /> consistent with the official City Comprehensive Plan. <br /> b. The proposed use is or will be compatible with present and <br /> r-� future land uses of the area. <br /> 3 <br />
