Traffic generation by the proposed use within capabilities of streets serving the property. Comprehensive Plan. The City' s 1990 Land Use Plan suggests single family residential use of the subject property. Such designation is consistent with the property's inclusion within the municipal urban service area. In this regard, the requested R-1 zoning is consistent with the City' s Comprehensive Plan. Land Use Compatibility. To determine the appropriateness of the proposed use, it is considered beneficial to examine adjacent land uses and zoning designations . This issue will be addressed in the following section of this report . Public Services. To justify the requested rezoning, findings should be made that the proposed use will not overburden the City' s service capacity. As noted previously, some question exists to whether the proposed subdivision constitutes a "leap frog" development as it lies physically isolated from the City' s existing urban core. In this regard, City Officials must consider the following: 1 . The subject property is within the MUSA. 2 . In past discussions defending possible detachment of the subject property to Centerville, the City has indicated that it holds the ability to provide services to the area. 3 . According to the City Engineer, only a large development such as that being proposed makes immediate sewer and water service practical . 4
