The proposed use can be accommodated with existing public <br /> services and will not overburden the City' s service capacity. <br /> e. Traffic generation by the proposed use within capabilities of <br /> streets serving the property. <br /> Comprehensive Plan. The City' s 1990 Land Use Plan suggests single <br /> family residential use of the subject property. Such designation <br /> is consistent with the property's inclusion within the municipal <br /> urban service area. In this regard, the requested R-1 zoning is <br /> consistent with the City' s Comprehensive Plan. <br /> Land Use Compatibility. To determine the appropriateness of the <br /> proposed use, it is considered beneficial to examine adjacent land <br /> uses and zoning designations . <br /> Direction Use Zoning <br /> North Undeveloped L-I, Light Industrial <br /> South Undeveloped R, Rural <br /> East Undeveloped NA - City of Hugo <br /> West I-35E, Undeveloped R, Rural <br /> As evidenced above, lands which surround the subject site lie <br /> undeveloped, while the use in and of itself is compatible with <br /> surrounding uses, some question obviously must be raised in regard <br /> to the potential for premature development. <br /> This issue will be addressed in the following section of this <br /> report . <br /> Public Services. To justify the requested rezoning, findings <br /> should be made that the proposed use will not overburden the City' s <br /> service capacity. As noted previously, some question exists to <br /> whether the proposed subdivision constitutes a "leap frog" <br /> development as it lies physically isolated from the City' s existing <br /> urban core. In this regard, City Officials must consider the <br /> following: <br /> 1 . The subject property is within the MUSA. <br /> 2 . In past discussions defending possible detachment of the <br /> subject property to Centerville, the City has indicated that <br /> it holds the ability to provide services to the area. <br /> 3 . According to the City Engineer, only a large development such <br /> as that being proposed makes immediate sewer and water service <br /> practical . <br /> 4 <br />
