n CITY OF LINO LAKES <br /> PARK BOARD MEETING <br /> MONDAY, OCTOBER 3, 1994 <br /> MOTION: Brian Bourassa made a motion to accept the proposal as <br /> presented with the following conditions: Have a transportation <br /> trail along Lake Drive from the north side of the property to the <br /> north boundary of the exception area and continuing on, on the <br /> south side of the exception area to the south of Aqua Lane in <br /> front of the proposed commercial area. They should construct the <br /> transportation trail all the way through the exception area and <br /> the trail should extend the length of Lake Drive from north to <br /> south in the Lake Drive right-of-way. If MNDOT does not allow <br /> construction of trail in right-of-way, then the trail can be <br /> constructed in the development adjacent to the right-of-way. For <br /> rocking out the area through the exception area the developer <br /> will be compensated as part of their cash dedication. This trail <br /> should be rough graded and rocked with 4 inches of rock. Our <br /> intent is to have that trail placed inside the state right-of- <br /> way- <br /> Secondly, we would like the internal trail segmnt extend from <br /> Stage Coach Trail into the park system, as staked by Marty in the <br /> field, turn north at the main body of the park and terminate at <br /> the north property line adjacent to the platted area. <br /> The transportation trail should also be placed along the southern <br /> border of the Marshan Lake Townhome development from Lake Drive <br /> to the connection point of the trail on the east side of Stage <br /> Coach Trail. The trail from Lake Drive to Stage Coach Trail, on <br /> the north side of Aqua Lane, should also be a transportation <br /> trail, graded and rocked. <br /> Motion was seconded by Joe Schmidt and passed unanimously. <br /> UPDATES: <br /> A. Recreation Complex/Referendum: Marty told the Park Board <br /> that the wetland has been delineated and surveyed. We have <br /> received the rough draft of the delineation and it did not look <br /> quit as bad as he thought it would. He stated we should have the <br /> final draft by October 4th or 5th, he would talk to Jeff <br /> Schoenbauer and take it to the Rice Creek Watershed District to <br /> find out what can and cannot be done. Marty said the next step <br /> would be to get an appraisal and meet with the property owners to <br /> discuss a purchase agreement, first right of refusal, or <br /> financing mechanism. <br /> B. Recreation Focus Committee: Marty reported that there was <br /> good turnout for the last meeting. The committee is starting to <br /> A"*N come up with ideas and are planning for spring and summer events <br /> already. He mentioned one idea was an inline skating league. <br /> 3 <br />
