This issue is particularly emphasized <br /> in Lino Lakes with limited budgets and Charter restrictions for <br /> assessing public improvements . The following options are available <br /> r� to address this issue. <br /> 1. Have the developer abutting a trail corridor, as identified by <br /> the Comprehensive Park and Trail Plan, be responsible for the <br /> construction and financing of said trail. <br /> 2. Establish a trail dedication requirement similar to ' park <br /> dedication fees. This dedication would then be applied on a <br /> per lot basis for all new subdivisions. <br /> 3 . A combination of the Options 1 and 2. The park dedication is <br /> imposed on all subdivisions, however, credits may be given for <br /> plats that are required to construct trails. <br /> In review of the aforementioned options, it would appear that <br /> Options 3 offers the most equitable treatment of all developments <br /> and provides a trail system revenue source for other City trail <br /> improvements. <br /> In establishing a dedication ordinance, the City must demonstrate <br /> the following items: <br /> 1. The dedication is equitably applied to all developments. <br /> 2.
