AGENDA ITEM <br /> STAFF ORIGINATOR Marty Asleson <br /> DATE April 27, 1994 <br /> TOPIC Trappers Crossing Park Dedication <br /> $AGIO ►ND.. <br /> Please find attached the background information on the Trappers <br /> Crossing Development proposal. The development consists of two <br /> areas separated by Holly Drive. The portion to the south is the <br /> former A-3 Recreation Complex as originally identified in our <br /> Comprehensive Plan. The portion of the development to the north of <br /> Holly Drive is situated to the East of Birch Park. <br /> Park and open space for residents in this development should be <br /> adequately satisfied with a trail on the North side extending into <br /> the Birch Park Development. Consideration for neighborhood park <br /> needs to the south may be serviced through the placement of <br /> neighborhood park amenities in the northern portion of the new <br /> Recreation Complex location. In this case we should need no park <br /> land dedication in Trappers Crossing. <br /> Thus, the developer is proposing a trail, and cash dedication based <br /> on our dedication formula. Please find enclosed a map of the <br /> development with the trail locations indicated. <br /> Trail concerns as outlined in our Comprehensive Plan indicate a <br /> need for a transportation trail along Holly Drive, and a linear <br /> trail corridor intended to travel along the shore line of the Cedar <br /> Lake bed. Internal development trail needs such as the trail <br /> access to Birch Park are not outlined in our Comprehensive Plan. <br /> In all situations the trail outlines in the comprehensive plan are <br /> intended to be flexible in nature in order to adjust to actual <br /> geographic land conditions. Wet land legislation has given us much <br /> less flexibility, especially when consideration of diminished <br /> available land for housing and the cost of infrastructure are <br /> considered. <br /> As you can see from the development sketch, our linear trail <br /> corridor is intended to cut the south east portion of the <br /> development on its coarse around the Cedar Lake Area. The Reality <br /> of this situation is that almost the entire area to the north and <br /> east of this development, in future trail extension consideration <br /> �'` is wetland. <br />
