r1 <br /> Jeff Schoenbauer, Kirk Corson and I walked this area and the most <br /> feasible way to extend this trail from the south would be to cross <br /> it over onto the adjoining- property to the east for a short <br /> distance where there is some upland availability, and then back to <br /> the northwest and provide a trail access through the cull-de sac <br /> and north through the wetland. If future wetland administration <br /> would allow a minimization or mitigation scenario, then this trail <br /> segment could be extended to Holly Drive to the east, or boardwalk <br /> could be built. <br /> The Wetlands in this area were re-delineated since the time that <br /> Jeff and I originally looked at it. Friday, I am going to meet <br /> with the developer and our City Planner to get more definitive <br /> answers to wetlands and trail locations. <br /> A concern that I have is that the trail on the north side <br /> development, being the access point to Birch Park, must cross <br /> wetland as well. It is unclear to me at this time exactly how far <br /> the developer intends to extend this trail. There are a few <br /> concerns. First; at the approximate location of the property line <br /> is a ditch that must be crossed. This is a very hazardous and <br /> could be dangerous situation if people tried to cross over to the <br /> park, especially in the winter time. Second; the location of the <br /> trail on the proposal does not extend into the park. It could if <br /> we were to purchase the small area of land to the south of our <br /> existing park. Third; if the developer were to move the trail to <br /> the north a ways directly across from Birch Park, than there is the <br /> triangular section of land that does not belong to the developer. <br /> This leaves the City with a problem. The development is creating <br /> a park need, residents will want to get to the park, and without <br /> spending money one way or another the city will be perceived as <br /> creating an attractive and hazardous nuisance situation. <br /> OPTTC)NS <br /> 1. Accept the Park Dedication proposal as per proposal from <br /> Hokanson Development <br /> 2. Accept the proposal with Park Board recommendations for <br /> modifications. <br /> 3. Do not accept this proposal and defer back to staff. <br /> REGOTVIlb�ENDA ON <br /> Recommendations as per the Park Board Wishes <br />
